City of Polo City Council met June 2.

Here are the minutes provided by the council:

1. Pledge of Allegiance. 

2. Call to order- Mayor Scholl called the meeting to order.

3. Mayor Scholl called roll call and the following members of the Council answered present: Alderman Rob Taylor, Alderman Larry Weaver, Alderman James Busser, and Alderman Schoon.

Absent: Alderman Thomas Bardell and Alderman Joseph Kochsmeier 

4. Motion to approve the Consent Agenda 

Motion made by Alderman Schoon seconded by Alderman Busser approve the following items on the Consent Agenda:

A. Minutes from the May 19, 2025 Council Meeting.

Motion carried 4-0. Yes- Taylor, Weaver, Busser, Schoon.

5. Mayor Scholl opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.  David Sowinski stated that he reported to his committee and they had an attorney present. He stated that the attorney said the city is not compliant with ADA with the handicap parking spot being 40 yards away from the entrance. Alderman Busser would like Attorney Suits to get in contact with our architect and the engineer at Fehr Graham to verify that we are ADA complaint.

6. Committee Reports 

➢ Alderman Taylor- None.

➢ Alderman Weaver- The new well will be online either tomorrow or Wednesday.

➢ Alderman Bardell-None.

➢ Alderman Schoon- None.

➢ Alderman Busser- None.

➢ Alderman Kochsmeier- None.

➢ Police Chief Matt Coppotelli- None.

➢ City Clerk Bartelt- None.

➢ Public Works Director Kendall Kyker- None.

7. Items Removed from Consent Agenda 

NONE 

8. Old Business- Discussion/Action Items 

A. Consideration & Possible Action on ordinance 25-06, an ordinance amending chapter 92 of the Polo  Code of Ordinances Regarding Animals. (second reading) 

Alderman Busser made a motion to approve ordinance 25-06, seconded by Alderman Weaver. Motion carried 3-1. Yes- Weaver, Busser, Taylor. No- Schoon.

B. Consideration & Possible Action on Ordinance 25-07, an ordinance amending chapter 79 of the Polo  Code of Ordinance Regarding Parking Schedules. (second reading)

Alderman Taylor made a motion to approve ordinance 25-07 with an amendment to change KSB to OSF, seconded by Alderman Busser. Motion carried 4-0. Yes- Busser, Schoon, Taylor, Weaver.

C. Consideration & Possible Action on ordinance 25-08, an ordinance amending chapter 152.140 (d)  authorized variances. (second reading) 

Alderman Busser made a motion to approve ordinance 25-08, seconded by Alderman Taylor. Motion carried 3-1. Yes- Taylor, Weaver, Busser. No- Schoon.

9. New Business- Discussion/Action Items 

A. Consideration & Possible Action on the City of Polo new comprehensive plan.  

Mayor Scholl would like to pass this at our next City Council meeting. He would like all the organizations mentioned in the comprehensive plan to have a chance to review.

B. Consideration & Possible Action on hiring two part-time police officers. 

Alderman Busser made a motion to hire Peter Lubbers and Noah Knight, seconded by Alderman Taylor. Motion carried 3-1. Yes- Taylor, Weaver, Busser. No- Schoon.

C. Consideration & Possible Action on ordinance 25-09, an ordinance imposing a 1% grocery tax starting  January 1, 2026. (first reading) 

The Polo City Council accepted the first reading of ordinance 25-09.

D. Consideration & Possible Action on employee raises.  

Alderman Weaver made a motion to give Edward Beers a $1.00 an hour raise effective as of May 1st, seconded by Alderman Taylor. Motion carried 4-0. Yes- Weaver, Busser, Schoon, Taylor.

10. Other Items for Discussion & Information 

None.

11. Adjournment 

Motion by Alderman Schoon, second by Alderman Busser to adjourn from regular session at 7:30 p.m. Motion carried 4-0.
