CALL TO ORDER
The Morrison City Council met in Regular Session on June 23, 2025, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order by Mayor Scott Vandermyde at 6:30 p.m. City Clerk Mike Hemmer recorded the minutes. Meeting was offered to the public via Zoom and video recording to be available at https://www.youtube.com/@CityofMorrisonIL
ROLL CALL
Alderpersons present on roll call were Kevin Bruckner, Seth Buckwalter, Todd Schlegel, Vernon Tervelt, and Matt Tichler. Absent: Sidonna Mahaffey. Vacancies: Ward 1 and Ward 3. Other city officials present were City Administrator Brian Melton, Police Chief Michael Moon, City Treasurer Margaret Jones, and Recreation Services Director Nathan Jacobs.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS AND/OR COMMITTEES
Mayor Vandermyde administered the Oath of Office to Chief of Police Michael Moon. Chief Moon submitted a written report to the Council.
CONSENT AGENDA
Due to a pending software issue, CA Melton requested to remove Treasurer’s Report for May 2025 (FY 01, CY 05).
Ald Schlegel moved to approve the City Council, Meeting Minutes, June 9, 2025; Bills Payable - $170,212.90; Pay Request No. 1, Helm-Civil (South Genesee Street Project) $60,511.20; and Street Closure Request, Dept. of Fun, Block Party for July 18, 2025; seconded by Ald Tichler. Ayes: Bruckner, Buckwalter, Mahaffey, Schlegel, Tervelt, and Tichler. Nays: None. Absent: Mahaffey. Motion passed.
ITEMS FOR CONSIDERATION, DISCUSSION AND POSSIBLE ACTION
Ald Schlegel moved to approve Cemetery Building – Design-Build Contract; Municipal Design-Build Authorization Act (65 ILCS 5/11-39.2-15 & 20) – Request for Proposals as presented; seconded by Ald Bruckner. CA Melton said the RFP included the option to quote a steel or wood structure and the building would have 12’ doors and 14’ walls. Ald Schlegel confirmed the proposal date of July 25, 2025. Ayes: Bruckner, Buckwalter, Mahaffey, Schlegel, Tervelt, and Tichler. Nays: None. Absent: Mahaffey. Motion passed.
Ald Tichler moved to approve Ordinance 25-06; Sidewalk Cafes – Main Street; seconded by Ald Schlegel. CA Melton said the ordinance has been updated to specify the use of “outdoor furniture” and “aesthetically pleasing” is required and part of the permit process. Ayes: Bruckner, Buckwalter, Schlegel, Tervelt, and Tichler. Nays: None. Absent: Mahaffey. Motion passed.
The Council discussed the City’s annexation of the 9.39 acre-parcel just south of the residence at 617 South Portland Avenue, Morrison. By consensus, CA Melton was directed to proceed as any details will be negotiated with the property owner through the process.
EXECUTIVE SESSION
Ald Schlegel moved to enter Executive Session pursuant to 5 ILCS 120/2(c)(1) Appointment, employment and compensation of specific employees, /2(c)(5) Purchase or lease of real property for the use of the public body and /2(c)(6) Setting of a price for sale or lease of public property; seconded by Ald Buckwalter. Ayes: Bruckner, Buckwalter, Schlegel, Tervelt, and Tichler. Nays: None. Absent: Mahaffey. Motion passed. Executive Session began at 6:48
Ald Mahaffey moved to exit Executive Session; seconded by Ald Buckwalter. Ayes: Bruckner, Buckwalter, Schlegel, Tervelt, and Tichler. Nays: None. Absent: Mahaffey. Motion passed. Executive Session ended at 7:01 pm.
ACTION FOLLOWING EXECUTIVE SESSION
Ald Schlegel moved to compensate Chief Moon $1,500.00 before taxes for his duties as Interim Police Chief; seconded by Ald Tichler. Ayes: Bruckner, Buckwalter, Schlegel, Tervelt, and Tichler. Nays: None. Absent: Mahaffey. Motion passed.
Ald Schlegel moved to extend the lease to the Bruce Hunter Trust for one year at a monthly rate of $250.00 for 25% of the most-eastern building at 15947 Lincoln Road and authorize CA Melton to executive the lease agreement; seconded by Ald Bruckner. Ayes: Bruckner, Buckwalter, Schlegel, Tervelt, and Tichler. Nays: None. Absent: Mahaffey. Motion passed.
ADJOURNMENT
Ald Tervelt moved to adjourn the meeting without objection. The meeting adjourned at approximately 7:02 pm.
