City of Rock Falls Ordinance/License/Personnel/Safety Committee met June 26.

Here are the minutes provided by the committee:

Meeting was called to order by Chairwoman Sobottka 5:30 p.m.

Alderman Doane presented committee members with information about issues with the Sign Ordinance. Wording on the permit is misleading and would like the sign ordinance to be changed and gave information about a corner property that had three signs instead of only two.

Alderman Doane asked about the intersection at 2nd Ave and 5th Street. Alderwoman Sobottka asked if he had received the information from the Deputy Chief Wolber stating that there had not been an accident there in over five years. There were large yellow signs stating that cross traffic does not stop.

Alderman Doane left the meeting after his requests.

Approved minutes

Approval of Minutes of the May 22, 2025, Ordinance/License/Personnel/Safety Committee Meeting.

A motion was made by Alderwoman McKanna and second by Alderwoman Arduini to approve the minutes from the May 22, 2025, Ordinance/License/Personnel/Safety Committee Meeting.

Vote via voice, all approved

Request change in Class D Convenience Store Liquor License to allow package sales of hard liquor (9+%).

Discussion by committee members and Suzanne from Kelly Williamson spoke in favor of the sale of the hard liquor.

A motion was made by Alderwoman McKanna to approve the new class as D-3 Hard Liquor sales by Convenience stores for an additional $450.00 yearly and send to City Council and second by Alderman Stahr. Vote 3 aye, 1 no (Arduini), motion carried

Avenue A Traffic Signage

A motion was made by Alderwoman Arduini to approve the traffic signage needed on Avenue A and send to City Council for 2nd Reading and Adoption and second by Alderwoman McKanna.

Vote via voice, all approved, motion carried.

Department Safety

Department Safety Meeting Review

A motion was made by Alderwoman Arduini and second by Alderman Stahr to approve the Department Safety Meeting minutes.

Vote via voice, all approved, motion carried

Committee Member Items

Alderman Stahr asked about the no parking space in front of Wizard of Paws as it is being used for a temporary parking spot for people to drop off their pets at Wizard of Paws. City Administrator Blackert stated she would speak with Chief Pilgrim about the no parking spot.

Alderwoman Arduini asked about the curb by the Whiskey Barrel that has a raised edge around it. City Administrator Blackert stated that is the new handicap curb cuts.

Alderwoman Sobottka asked about a stop sign placement at Coloma Homes at 8th Avenue. Administrator Blackert said she would look into it and bring back to Committee

City Administrator will speak with Chief Pilgrim

Executive Session

Personnel - Section 2(c)(1) - Employee hiring, firing, compensation, discipline and performance.

A motion was made by Alderwoman Arduini to move into Executive Session for Personnel - Section 2(c)(1) - Employee hiring, firing, compensation, discipline and performance and second by Alderwoman McKanna (6:04 p.m.)

Vote 4 aye, motion carried.

Adjournment

A motion was made by Alderwoman Sobottka to adjourn meeting and was second by Alderwoman Arduini

Vote via voice, all approved, motion carried (6:21 pm)
