Three went down to Alabama to inspect the new rig. It is scheduled to be done July 23rd. Will be a good addition to what we have.

5. 25-0705 Discussion with John Ohnesorg about Property on Sinsinawa Ave in the City of East Dubuque, Jo Daviess County, Illinois/Mayor Digman, City Manager Seitz

Attorney Hess would like the council to just listen and will discuss in executive at the next meeting.

Wants to talk about his lot that he says is a big controversy. When he purchased the lot had all intentions of putting a music venue on there. He has spent $15,000.00 worth of plans. In the meantime, he had opened a business in Dubuque that had opened his eyes as to that he does not want to own another bar.

He has made an agreement with Equity Real Estate Group which they are going to actively pursue trying to lease the property. He is actively trying to put a building on the property. Which is what the council members want.

Not knowing how long this will take he would like to pave the lot and put a meter parking system till someone comes along and wants to do something with the property.

The plan is to have a building on there but at the moment he would like to be making money off the property. Hince the metered sixty parking lot till someone comes in and builds.

No action required.

6. 25-0706 Discussion and Approval of Route 35 Water Main Extension Pay Estimate #1 for Construction

Work Completed with Cost of $358,085.09 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

This is the overall cost of the project. With Leibold paying 44% of the cost. There will be additional costs. This will not be exact because we will need to parse out what is sharable and what is not. About $150,500.00 will be reimbursed by Leibold with rest left for the City to pay. The construction was great and came in on time.

7. 25-0707 Discussion and Possible Action to Approve Notice of Intent to Tricon for the Emergency Service Building in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Opened bids last week with only two bidders. Though thought there was going to be a third. Conlon was at $3,998,000.00 with Tricon at $3,560,000.00. Both a bit over the estimate of $3,325,000.00 which was 6.6% above the estimate. This is offset by the masonry that came in a couple thousand dollars under bid. Which puts us on track between the two. Would recommend approving Tricon as the general contractor.

Discussion and Possible Action to Approve A Resolution to Accept Attorney Sue Hess as City Attorney from July 7, 2025 till July 6, 2026 in the City of East Dubuque, Jo Daviess County, Illinois/Mayor Digman, City Manager Seitz

Will be the continued contract of the City Attorney.
