2. 25-0725 Staff Reports

a. City Manager Report

Point out that there has been some concern about the weather we have had. There are no pumps in the city that can work with a deluge of water that came down in 20 minutes. We do have plans we are working on taking care of the storm water issues. We are on that and trying to improve the storm water system as quickly as we are able.

Had a complaint from someone in the flats about the water.

There is another pump set up in the flats arca. Is there a way to turn the pump on when it starts raining that hard. When it rains like that the police have their hands full. The secondary pump stays on not one that is set to kick on and off when needed. So will have to have someone man the pump.

4. 25-0716 Discussion and Possible Action to Approve Fiscal Year 2024 Audit Report, Findings, Conditions, and Management's Discussion and Analysis Report and Authorize Signatures on Behalf of the City to Sign Letter of Confirmation to the Findings of Fiscal Year 2024 Audit in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Dante Odoni - Was zoomed to discuss the 2024 Audit Report. He went over the draft to make sure that there were no questions on what was put in the audit. He mentioned that the City was in good shape on basses of cash presented. Then went through the audit. This is done with the accounting firm and ready to file.

Mayor - Asked to go over the budget highlights. Asked to address the financial highlights. Receipts for the City increased by 6.5%, or $222,971 from fiscal year 2023 to fiscal year 2024. Disbursements of the City's Governmental activities decreased 18.4%, or $653.630, in Fiscal year 2024 from fiscal year 2023.

The City's total cash basis net position increased 53.1%, or $515,435, from 2023 net position to 2024. Of this amount, the net position of the governmental activities increased $990,896 and the net position of the business-type activities decreased $475,461.

This means revenue went up and expenditure went down. Overall, a good year.

Mayor -- What stood out to him was budget vs. actual. On how the team worked with the budget and watched what they are spending. That was great work,

Cindy Parchert -- Also helped with explaining the audit to council. It would encourage to work on balance to have 4 months' worth. She said that the city has instituted a much better budgeting process. Still a process the city needs to make sure we keep working on.

We are correcting the deficit. Yes, you are.

The important thing to think about is that we are ready to go with our next audit.

As we pay down our debt and increase our cash it will help with having a better cash balance. 5. 25-0727 Discussion and Possible Action to Approve Payment #1 to R&W Restoration LLC in the Amount of $95,000.00 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

This is the first payment for the Masonry work done on the Emergency Services Building. They are in the area of a week of being completed.

6. 25-0728 Action to Award Pre-Approved November 4, 2024 TIF Award 24-1110 Payment for Mid-Town

Marina in the Amount of $50,000.00 in the City of East Dubuque, Jo Daviess County, Illinois/ Mayor Digman, City Manager Seitz

Project has been completed and expenditures were reported which are in line with what the council approved last year.

Motion by Alderperson Taylor to Award Pre-Approved November 4, 2024 TIF Award 24-1110 Payment for Mid-Town Marina in the Amount of $50,000.00 second by Alderperson Meier ROLL CALL: Ayes - Alderperson Burgmeier, Alderperson Degenhardt, Alderperson Fluhr, Alderperson Meier, Alderperson Robey and Alderperson Taylor Motion carried

7. 25-0729 Discussion and Possible Action to Approve Getting Estimates for Emergency Culvert Replacement on 2nd Street and Menominee Avenue through the Levy Utilizing TIF Funding in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz We have a sink hole that developed on Thursday. The hole is about eight in no reason to believe it runs the width of the street. There is a second sink bole down from it with another in the gravel. This is part of the grant application that we are going to combine the three into one to the levy. What this will do is tie together those three culverts and put one hole through the levy. This is to ensure that the levy is protected. This is just going forward to getting estimates. With approving estimate at next Monday's meeting. So which TIF fund would this come out of, the downtown one. This will be from the downtown TIF. We are spending a lot of TIF money here. We do have the ability to move money between the TIF's because the other TIF's are connected with the downtown TIF.
