2. 25-0817 Staff Reports

a. City Manager Report

With the help of Donny Slaats identify our storm water issues at Jordan and Sinsinawa. This identified what was coming up towards Wall Street. Public Works Director Tony VanOstrand and City Manager Seitz had a particularly good meeting with CN Railroad. The culverts were blocked down on the RR property. Came to an immediate solution of digging out around the culverts with the use of our end loader/dump truck and RR personnel doing the digging. Then we will need to jet out the culverts to open them up.

The Oxford project has begun. Had some difficulties with the detours that were set up. Which has been improved. Asking people to be patient because that is an extremely tight place being worked on.

The Emergency Services Building exterior is done. Can see the arch that has been reopened. Expect the project to get moving here pretty quickly so they will be able to close in the exterior and be able to work all winter long.

3. 25-0818 Speakers from the Floor

Donny Slaats - City Manager Seitz talked pretty much about what I wanted to talk about. About halfway through it is plugged. Once we can clean out the culverts it should take care of the problems we are having downtown when it rains. He also wanted to recognize Alderperson Robey for her help.

5. 25-0820 Discussion and Possible Action to Approve An Amendment to Resolution No. 24-0908 Pertaining to Memorandum of Understanding between the City of East Dubuque and the Illinois Environmental Protection Agency Regarding the Use of a Local Groundwater or Water Well Ordinance as an Environmental Institutional Control, As Adopted on the 3rd Day of September, 2024 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

This is pertaining to the wells that were being monitored for many years. They are monitored only to see if there is any contamination in the ground water. Good news is that there has not been any sign of contamination moving out of that area. We have been given the all clear. But there are still more steps to keep going.

6. 25-0821 Discussion and Possible Action to Approve Commercial Façade Improvement Award to Bluff City Slots in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Excited about this as this is the first full on façade renovation. I want to add an amendment to this amount for the addition of windows. I want to add $10,000.00 to this amount. So, this then would go from $25,051.00 to $35,051.00. So, then the maximum amount would be $15,025.00 or less. I also want to remind people we are coming up to the deadline of this program. Make sure to have your paperwork in by the first of November.

7. 25-0822 Discussion and Possible Action to Approve Purchase of One Police Squad with Trade-in of Squad 3 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Had a string of bad luck with the squads. Not so much bad luck because we have stretched out the life of these vehicles. Squad three has had a transmission go out which is not even worth trading in. Squad two is having a new engine replaced that is still under warranty. Still need to replace squad two which we will be well within our budgeted amount. Which we budgeted $40,000.00 to a new squad and do have other funds to use for the rest of the purchase. We think the new one will be in the price range of $65,000.000. Need to make an amendment to the motion that Squad 3 will now be surplus for sale and then we then will approval for the purchase of a new Tahoe. This is the outside work that has been done to Emergency Services Building. Something special when it was restored from someone who knows the building.
