City of East Dubuque City Council met Sept. 15.

2. 25-0917 Staff Reports

a. City Manager Report

We are making progress with the Emergency Services Building. We have found some issues once we opened up the building more. They have been delt with and moving forward. Did find another cistern and had to take care of that.

b. Mayor Report

Last Tuesday we had our yearly TIF meeting where we hosted the communities and other governing bodies. We then went over the status of our TIF's. Shared with them all the projects that have been funded with TIF this last year as well as the current and future projects. Which we were not able to do last year when we did not have the money.

Read a statement about how everyone has their own opinion and that it is healthy to have other ideas than the rest. This is what makes the council important for the City. This is what makes for a healthy environment.

3. 25-0918 Speakers from the Floor

Tom and Yong O'Connor-- Was asking about what is going on with the street past Timberline Ct. Just wanted to bring it to the council's attention on how rough the roads are out in that area. Public Works director said that it will not be this year but after the construction is done and will work on it when the Indian Hills construction is done.

5. 25-0920 Discussion and Possible Action to Amend Liquor License for River Bluff Gaming, LLC dba Hangry Hobo Pub & Grub in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

This is 231 next door which is being sold and become Hangry Hobo Pub and Grub. This is transferring the licenses to them.

Alderperson Burgmeier said he is excited that the doors are not being locked.

It is for both bars in the same building. Have termed that they are ok to have two since they have their own address for each bar. This will be a great addition to the City since this is the first building you come upon when you come into town.

9. 25-0924 Discussion and Possible Action to Approve Resolution Authorizing Initiation of Bidding for the Sinsinawa Avenue Water Main in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Looking at the TIF budget to see if we can start this project. We are going to draw a lot of people to our downtown area and it becomes more important to make sure that we do not have to shut down downtown because of breaks. We have been able to build our TIF back up and able to use that money for this project. We think we can squeeze it in this fall before the snow flies or hope for a mild winter.

Travis says they are hoping to have it done in a month. Asked what the process is going to be. We are going for a minimal replacement. Try to stay within one panel or expand that panel when necessary. Laying the main will probably only take one to two weeks.

This is a legal requirement that is supposed to be published. Would ask to amend because of more precise numbers and that is on your desk when you came in.
