City of Dixon City Council met August 6.

Call to Order
The meeting was called to order by Councilman Venier at 5:32pm.
Roll Call
Councilman Venier, Marshall, Marx, answered Roll Call. Absent: Councilman Considine, Mayor Arellano. The Pledge of Allegiance was cited. Reverend John Trotter gave the invocation.
Consideration of Electronic Attendance
at the Meeting by Mayor Arellano
Councilman Venier stated that a notice was received by the City Clerk from Mayor Arellano that he is prevented from physically attending this meeting due to his military service obligations. Mayor Arellano will be permitted to attend this meeting electronically upon the affirmative vote of a majority of the members of the Council present. Councilman Marshall moved to allow Mayor Arellano to attend the August 6, 2018 City Council Meeting electronically. Seconded by Councilman Marx. Voting Yea: Councilman Venier, Marshall, Marx. Voting Nay: None. Absent: Councilman Considine. Motion Carried. Mayor Arellano was connected to the meeting via phone.

Approval of Minutes
Councilman Marx moved that the minutes of the Regular Session Council Meeting of Monday, July 16, 2018 and Special Session Council Meeting Minutes of Monday, July 30, 2018 be accepted and placed on file. Seconded by Councilman Marshall. Voting Yea: Councilman Venier, Marshall, Marx, and Mayor Arellano. Voting Nay: None. Absent: Councilman Considine. Motion Carried.
Approval of Total Labor and Outside Claims
Councilman Marshall questioned the format of the report. It will be like normal next time. Councilman Marshall moved that the total labor and outside claims in the amount of $2,934,914.84 be approved and ordered paid. Seconded by Councilman Marx. Voting Yea: Councilman Venier, Marshall, Marx, and Mayor Arellano. Voting Nay: None. Absent: Councilman Considine. Motion Carried.
Approval of Year to Date Financials
Councilman Marx moved that the year-to-date Financial Summary through June 30, 2018 be accepted. Seconded by Councilman Marshall. Voting Yea: Councilman Venier, Marshall, Marx, and Mayor Arellano. Voting Nay: None. Absent: Councilman Considine. Motion Carried.
Department Reports

City Manager Report
City Manager Langloss reported: 1) Wednesday at 4:30pm Congressman Kinzinger will be honoring Officer Mark Dallas in the Council Chambers. He asked that council members, department heads, and key city officials attend. 2) He has been meeting with Dixon Park District and the anonymous donors about the splash pad, going over plans with engineers. The hope is for it to open beginning of season next summer. 3) Brownsfield projects: have been meeting with Matt Heckman seeing what these sites can become.
Council Reports
Mayor Arellano – 1) He was notified that there are some new grants now open, and we are able to apply for them. 2) He was invited to an Appreciation Night at the Next Picture Show, but he will still be at his military duty. He asked if one of the Councilman would attend in his place. An email will be sent with the details. 3) Dixon Theater: he has a final list of names of people who are interested for the board. He hopes to submit to the council for consideration. He has a reporting of the structure analysis on the theater and will be discussing at length with Willett and Hofmann and Associates.
Councilman Considine – None
Councilman Marshall – 1) There have been several attempted break-ins in the Idle Oak Subdivision. He has talked with Chief Howell and Lieutenants Sibley and Whelan, to get the word out. If you hear or see anything please call police. Patrol has picked up in the neighborhood. Police will put out a release.
Councilman Marx – He was going to have a couple Airport representatives at the meeting tonight to give a presentation on their recent fly-in event. Since there were several members physically missing this meeting he will have them come to another meeting.
Councilman Venier – 1) Downtown parking situation: He has asked Chief Howell and Officer Wilcox to put together a synopsis on repeat offenders that have compiled a fair amount of ticket debt. Has been considering that the council may want to come up with an escalating scale for repeat offenders. Some could have up to 3 tickets per day, which is up to $30 in fines. He would like them to think about it to find something to help deter them. Marx had asked that they may want to broaden the concept, some sort of flexibility for downtown residents, somewhere to meet in the middle. 2) He received an email regarding the desire to place a statue in the City of Dixon for “Lincoln Highway Founders Memorial.” Eisenhower started the highway structure with Route 66. The statue would be about the same size as the Reagan statue. The group is considering five locations and Dixon is the number one choice. Mayor had been contacted but wasn’t able to return the call before he left for military.

ORD# 3106 – Authorizing the Sale of Certain Personal
Property Owned by the City of Dixon
(Cellular Devices and Computer Equipment)
IT Director Allen Philhower reported to the Council that the items listed are no longer useable by the City. The items with value will be sold, the items with no value or are broken will be disposed of. He will find the best price to sell the items with value. Councilman Marshall moved to authorize the Sale of Personal Property (Cellular Devices and Computer Equipment) Seconded by Councilman Marx. Voting Yea: Councilman Venier, Marshall, Marx, and Mayor Arellano. Voting Nay: None. Absent: Councilman Considine. Motion Carried.
RESOLUTION #2630-18 – Granting Temporary Encroachment
with Respect to 120 West River Street
Attorney LeSage gave a background on the request. Discussion ensued regarding what each of the items are and why they are being added, and the affects to the beanblossom parking lot. Councilman Marx moved to approve the request for temporary encroachment from JCJR, LLC with respect to the property at 120 W. 1st Street. Seconded by Councilman Marshall. Voting Yea: Councilman Venier, Marx, and Mayor Arellano. Voting Nay: None. Absent: Councilman Considine. Abstain: Councilman Marshall. Motion Carried.
Awarding Bid for the City Hall First Floor Improvement
City Manager Langloss gave a presentation on the improvements to City Hall, listing reasons for the improvements and detailed the plans and budgeted items for the remodel, and answered questions from the Council. Councilman Marshall moved to award the contract for the Dixon City Hall 1st Floor Improvements to Swedberg & Associates in the amount of $135,800.00. Seconded by Councilman Marx. Voting Yea: Councilman Venier, Marshall, Marx, and Mayor Arellano. Voting Nay: None. Absent: Councilman Considine. Motion Carried.
Approval of Intergovernmental Agreement
for GIS Data Housing Services
IT Manager Philhower and Public Works Director/Asst. City Manager Heckman gave a background on the project. Where data is currently stored on several systems at several locations. This will consolidate all of the data in one place, which can be used for water lines, sewer lines, hydrants, and building and zoning uses. It can be accessed with electronic devices viewed and updated in the field. Explaining how data will be transferred, created and updated. Councilman Marx moved to approve the Intergovernmental Services Agreement between Lee County, Illinois and the City of Dixon, Illinois for the GIS Geodatabase hosting and related services. Seconded by Mayor Arellano. Voting Yea: Councilman Venier, Marshall, Marx, and Mayor Arellano. Voting Nay: None. Absent: Councilman Considine. Motion Carried.
Approval to Enter into an Engineering Agreement with
Willett Hofmann & Associates to Develop and Submit
A 5-Year Waterworks Improvement Plan to Illiois EPA
Public Works Director/Asst. City Manager Heckman and Water Department Manager Huyett gave a background on the plan that was introduced to us by Willett and Hofmann & Assoc. Discussion ensued on how it would work and the value of it, and it could work in conjunction with our street resurfacing. Councilman Marshall moved to approve the Professional Services Agreement with Willett and Hofmann & Associates to develop and submit at 5-year projected plan report to the Illinois EPA for the purpose of participating in the Public Water Supply Revolving Fund Loan Program. Seconded by Councilman Marx. Voting Yea: Councilman Venier, Marshall, Marx, and Mayor Arellano. Voting Nay: None. Absent: Councilman Considine. Motion Carried.
Approval to Enter into an Agreement with Willett and Hofmann
and Associates for the Engineering Related to the
Ann Avenue Water Main Replacement Project.
Public Works Director/Asst. City Manager Heckman and Water Department Manager Huyett explained the underground issues and the road condition. They need to fix the underground issues before resurfacing the road. Councilman Marshall moved to approve the engineering agreement between the City and Willett and Hofmann and Associates for the design and construction engineering for the Ann Avenue Water Main replacement for $21,200.00. Seconded by Councilman Marx. Voting Yea: Councilman Venier, Marshall, Marx, and Mayor Arellano. Voting Nay: None. Absent: Councilman Considine. Motion Carried.
Adjournment
Councilman Marshall moved that the Regular Council Meeting of Monday, August 6, 2018, be adjourned to meet in Regular Session on Monday, August 20, 2018 at 5:30 pm in the Council Chambers at City Hall. Seconded by Councilman Marx. Voting Yea: Councilman Venier, Marshall, Marx, and Mayor Arellano. Voting Nay: None. Absent: Councilman Considine. Motion Carried.
