Chief Darin DeHaan started the pledge of allegiance.

Public Comment:

Gerald Sepesy, 807 S 3rd Street, complained about the condition of the property at 608 S 1st Street. He is trying to sell his mon’s house, which is next door. He complained three years ago and it’s still a mess. Chief Darin DeHaan said they have written him violation in the past and he has paid, he will investigate the situation.

Marlene Hobbs, 701 S 1st Street, which lives across the Street said a couple were there a while back and helped him try to clean up and the owner was supposed to spray the remaining weeds but didn’t. She also asked about the status of the property at 601 S 2nd Street. The frig. is hanging out the back porch and she is worried for the safety of the kids that live in the neighborhood. Chief Dar DeHaan said that he has applied for a permit and he is to have everything completed by September 25th if not will start the fining process.

Mayor Ken Williams swore in Kristine Tesnow as a Police Officer.

Commissioner Jim Barnes moved to approve the August 28, 2018 minutes, Seconded by Commissioner Thomas E. Izer.

Commissioner Kurt Wilson moved to approve the Agreement with the Oregon School District 220-Emergency Shelter, Seconded by Commissioner Thomas E. Izer.

Commissioner Kurt Wilson moved to table the Agreement with Rock River Center-Emergency Shelter, Seconded by Commissioner Jim Barnes.

Discussion: The Rock River Center’s Attorney has not looked over the agreement, yet they don’t meet until this Thursday morning.

Roll Call: Barnes, Izer, Schuster, Wilson, Williams. No Nays.

Commissioner Jim Barnes moved to deny the petition submitted by William and Nancy Messenger for 794 N Illinois Route 2, Seconded by Commissioner Terry Schuster.

Discussion: An Ordinance was approved in 1993 and recorded at Courthouse that if the owner of the property at 794 N Ill. Rt. 2 ever wanted to hook onto water/sewer they would need to pay $15,000.00 because they would not allow the City an easement to run them for the Fairground Subdivision., which made more of an expense for engineering. They are asking that the money be waived. The Title Company did a title search and supposedly the ordinance didn’t show up. Commissioner Barnes talked to someone that use to run a title company and they think that the Messenger’s should go back on the Title Company. Deb Maas, Attorney for the Messenger’s, said her clients are not willing to do that. In the future the Messenger would like to annex into the city limits. They are fixing up the property to flip.

Commissioner Kurt Wilson moved to approve the Raffle License for Middle Rock Conservation Partners, Seconded by Mayor Ken Williams.

Commissioner Kurt Wilson moved to adjourn the meeting, Seconded by Commissioner Jim Barnes.
