City of Morrison City Council met June 24.

Here is the minutes provided by the council:

The Morrison City Council met in Regular Session in the Whiteside County Board Room, 400 North Cherry Street, Morrison, IL. Mayor Pro-Tem Mick Welding called the meeting to order in Mayor Everett Pannier’s absence. City Clerk Melanie Schroeder recorded the minutes.

Aldermen present on roll call were: Josh West, Vern Tervelt, Kevin Bruckner Jr, Arlyn Deets, Dale Eizenga, Ken Mahaffey and Harvey Zuidema.

Other City officials present were: City Administrator Barry Dykhuizen, Sergeant Kevin Soenksen and Brian Frickenstein from Willett, Hoffman & Associates.

There was no public comment.

CA Dykhuizen presented his report:

1) Whiteside County will be chipping/sealing Hilltop Drive, Sunset Drive and Sycamore Street in July or August. This is a 50/50 cost split as it’s a re-do of a previous year’s project where the chip/seal surface was defective.

2) Crocker Bridge (at Lister Road and Genesee Avenue) is being designed by the County. With a 9-month IDOT review phase, the project isn’t slated to start until 2021.

3) Fire Hydrants will be flushed at night during the week of July8th.

4) The City of Morrison has received a certificate of appreciation from the American Dental Association and the Center for Disease Control for meeting fluoride standards for 50 years.

Alderman Mahaffey moved to approve the June 10, 2019 Regular Session

Minutes (as amended); Bills Payable, May 2019 Treasurers’ Report; Request for Street Closure – Harvest Hammer; Request for Street Closure – Paint the Town (pending receipt of Certificate of Insurance); and Appoint Kathy Schmidt to Planning & Zoning commission, seconded by Alderman Zuidema. On a roll call vote of 8 ayes (Eizenga, Mahaffey, Zuidema, Welding, West, Tervelt, Bruckner, Deets) and 0 nays, the motion carried.

Items for Consideration & Possible Action:

1) Three bids for the sealing/striping of the Sports Complex parking lot and asphalt walkways were received. The lowest bid was from Dadsons Seal Coating, Rock Falls, IL. Alderman Eizenga moved to approve the bid from Dadsons Seal Coating in the amount of $9,975, seconded by Alderman Deets. On a roll call vote of 8 ayes (Bruckner, Deets, Eizenga, Mahaffey, Zuidema, Welding, West, Tervelt) and 0 nays, the motion carried.

Other Items for Consideration, Discussion & Information:

1) Council discussed the potential of tabletops and bump outs on intersections within the CBD, as part of the Main Street project. Council gave direction to Willett, Hoffman to include tabletops on all intersections except for Orange and Clinton Streets and no intersections are to have bump outs.

2) CA Dykhuizen discussed the possibility of automated meter reading to collect reads via an antenna placed on the roof of City Hall. Preliminary estimates show a cost of $500,000 to $700,000. Council directed an amendment to the Project Plan Report so it could be included as part of a low-interest, principal-forgiveness loan with the EPA.

3) Willett, Hoffman & Associates is working on proposals to grind and overlay the following streets from Route 30 to the Railroad tracks: Jackson Street, Heaton Street and Orange Street. Orange Street will be done as part of the Main Street project since crews will already be mobilized in that area.

Executive Session:

1) Pursuant to 5 ILCS 120/2(c)(5), Alderman Tervelt moved to enter Executive Session to discuss the purchase or lease of real property, seconded by Alderman Mahaffey. On a roll call vote of 8 ayes (Zuidema, Welding, West, Tervelt, Bruckner, Deets, Eizenga, Mahaffey) and 0 nays, the motion carried. Executive Session began at 7:48 p.m.

2) Regular session resumed at 8:14 p.m.

3) There was no action as a result of Executive Session.

Being no further business, Alderman Zuidema moved to adjourn the meeting, seconded by Alderman West. On a voice vote, the motion carried.

Meeting adjourned at 8:15 p.m.
