City of Dixon City Council met Aug. 19.

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:30pm.

ROLL CALL

Councilman Oros, Marshall, Venier, Considine and Mayor Arellano answered Roll Call. The Pledge of Allegiance was cited, and invocation given by Reverend David Spaulding.

WORK SESSION 

None

APPROVAL OF MINUTES

Councilman Marshall moved that the minutes of the Regular Session Council Meeting of Monday, August 5, 2019; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor & Outside Claims in the amount of $591,766.10 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

DEPARTMENT REPORTS 

None

CITY MANAGER REPORT

City Manager Langloss spoke to the Council about placing the IBEW and Teamsters bargaining contracts on file, and hope to put the City Handbook on file next meeting. He is working on a residential plan to address housing and lack of housing. The Health Insurance Committee will be meeting over the next few weeks and hope to present to the Council in the next couple months. Today is Tim Shipman’s first day back with the City in his new role as Building Official, he will be working with Paul over the next weeks. The Dixon Strong Team has been meeting, they welcomed kids back to school at Reagan and they are working on things to do with the schools.

COUNCIL REPORTS

Mayor Arellano – Deployment details: 1) He explained the Designated Signatory, which designates who can sign what documents while he is gone. The City Clerk already has the authority to use his signature stamp on many documents, but council action’s needs a designated signatory. Councilman Venier has been chosen to be the signatory. In the memo Councilman Venier signed the Mayor’s name, then under that signature Councilman Venier’s signature. Council actions that require the Mayor’s signature must be signed this way, according to 65 ILCS 5/3.1-35-30. Note: A written acknowledgement with the designation of who can sign the Mayor’s signature was given to the City Clerk to file. 2) Rotating Presiding Officer, the Council must pick a presiding officer each meeting, then call in for the Mayor. 3) Ceremonial Duties, the Clerk will send out the invites to see who can attend. 4) He will be setting up a weekly meeting with the City Manager, if Council want to schedule a meeting with him that can be done too. There will be about an eight-hour time difference. 5) Power of Attorney, was spoken about, but is unnecessary. If something were to happen, the Council will act and find the post vacant and then follow the normal process. 6) Liquor Commissioner, in the event we have more hearings he will designate someone, otherwise the Clerk and Mayor can handle the process. 7) He is taking a separate City computer for City business with the city security protocols. 8) Email will be the best way to contact him.

Regular Update - He spoke about: Municipal Court- he will be nominating Paul Whitcombe as the hearing judge, which will be voted on next meeting. The Liquor Hearing findings will be going out this week. Residential coverage of watermain shutoff box to main. Grant that was received for College and Depot to the County Line. Residential plan of working on expanding boarders and Dixon growing residentially.

Councilman Venier – Paused the meeting for a Facetime call from Isaiah Roby. Roby spoke about the last few months and his future plans, and how proud he was to be from Dixon.

Councilman Considine – Spoke about Code Book updates, and wanting to get back to updating codes, for example the Animal Ordinance. He will meet with Council Members and City Staff to work on an agreeable update.

Councilman Marshall – Great job by the band and Councilman Considine at the Anniversary of the Log Cabin. He would also like to talk about a residential plan, appeal to a younger demographic. Has animal ordinance recommendations for the building department. Wish the Mayor Good Luck.

Councilman Oros – Wished Godspeed Mayor, his wife and children. They have our support.

Councilman Venier – Theatre will be making a marketing announcement on their progress soon. Good luck and God bless to the Mayor.

BOARD & COMMISSIONS REPORTS 

None

VISITOR/PUBLIC COMMENT

Jim Higby addressed the Council regarding the history of the band, this past season, fundraising, grant opportunities, and operations.

Loni Byars thanked the Mayor for his service, and addressed the Council on the upcoming vote on E. Everett zoning change. Then the Mayor gave her the option to be able to speak during that agenda item also.

Dave Johnson introduced the band director Jon James. Mr. James thanked the City for allowing him to be the director and spoke about this past season, and all the positive feedback that they have received. He is still looking for an assistant.

ORD# 3157 – AUTHORIZING A CHANGE OF ZONING PURSUANT TO THE PETITION OF HAMILTON, BLAINE & MURFIN PARTNERSHIP

(114 E. EVERETT STREET)

Councilman Considine moved to approve the change of zoning pursuant to the petition of Hamilton, Blaine & Murfin Partnership for 114 E. Everett Street. Seconded by Councilman Marshall. Discussion ensued. Loni Byars, Ron Blaine, and Building Official Shiaras were included in the discussion. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

ORD# 3158 – AUTHORIZING A CHANGE OF ZONING PURSUANT TO THE PETITION OF BCM LAND TRUST (100 BLOCK OF E. EVERETT STREET)

Councilman Venier moved to approve the change of zoning pursuant to the petition of BCM Land Trust for 100 block of E. Everett Street. Seconded by Councilman Marshall. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

ORD# 3159 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON (Computer Equipment)

Councilman Marshall moved to authorize the sale of personal property (Computer Equipment). Seconded by Councilman Venier. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

DISCUSSION FOR AMENDING THE LIQUOR CODE TO CREATE A NEW LIQUOR LICENSE CLASSIFICATION FOR BARBER SHOPS AND BEAUTY SALONS

Discussion ensued regarding the proposed ordinance. It was the consensus of the Council to hold on the ordinance until further notice.

RES# 2688-19 – TEMPORARY ENCROACHMENT AT 511 NACHUSA AVENUE

Councilman Oros moved to approve the temporary encroachment requested for 511 Nachusa Street with respect to the request. Seconded by Councilman Venier. Building Official Shiaras presented the background on the request, and discussion ensued. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

RES# 2689 – AMENDING FY2019/2020 BUDGET – BAND

Councilman Marshall moved to approve the Resolution amending the FY19/20 Budget for the Municipal Band. Seconded by Councilman Oros. Discussion ensued. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

RES# 2690 – APPOINTMENT OF MEMBER TO THE DIXON PUBLIC LIBRARY Marilyn Jackson

Councilman Venier moved appoint Marilyn Jackson be appointed to the Dixon Library Board for a term commencing August 19, 2019 and ending June 30, 2022, or until her successor is duly appointed and qualified. Seconded by Councilman Considine. Mayor Arellano gave a background on the request. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

PLACE ON FILE TEAMSTERS AND IBEW COLLECTIVE BARGAINING AGREEMENTS

Councilman Oros moved that the Bargaining Agreements between the City of Dixon and the Teamsters and the IBEW be placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

EXECUTIVE SESSION

Councilman Considine moved that the Council Meeting of Monday, August 19, 2019; meet in Executive Session to discuss purchase or sale of real property by the City pursuant to Section 2(c)(5) of the Open Meetings Act. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

RECONVENE MEETING

Councilman Venier moved that the Regular Council Meeting of Monday, August 19, 2019 reconvene into Open Session. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

DISCUSSION

Went over the process for the next meeting of who presides and the process.

ADJOURMENT

Councilman Marshall moved that the Regular Council Meeting of Monday, August 19, 2019, be adjourned to meet in Regular Session on Tuesday, September 3, 2019 at 5:30 pm in the Council Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

The meeting adjourned at 8:06pm.
