City of Dixon City Council met July 6.

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by the Councilman Venier at 5:30pm.

ROLL CALL

Councilman Considine, Marshall, Oros, and Venier answered roll call.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited and the invocation was given by Father Keith Romke of St.

Patrick’s Church.

ELECTION OF TEMPORARY CHAIRMAN DUE TO ABSENCE OF MAYOR

Councilman Marshall moved, pursuant to 65 ILCS 5/3.1-35-35(b) to elect Mike Venier as Temporary Chairman to act as presiding officer for purposes of the City Council Meetings held in the month of July 2020. Seconded by Councilman Oros. Voting Yea: Considine, Marshall, Oros, and Venier. Voting Nay: None. Motion Carried.

ELECTONIC PARTICIPATION IN THE MEETING FOR MAYOR ARELLANO

Councilman Oros moved, pursuant to the provisions of the Illinois Open Meetings Act, to allow for Mayor Arellano to participate electronically in the meeting as necessitated by his out-of-town military service for our country. Seconded by Councilman Considine. Voting Yea: Considine, Marshall, Oros, and Venier. Voting Nay: None. Motion Carried.

RECOGNITION

Councilman Venier recognized the 2020 Dixon Petunia Festival Court: King Isaiah Kuehl, Queen Emily Drew, Pinky Petunia Lauren Dallas, and Attendant Mallori Kelly. The students spoke about what they have been able to do this non-festival year, and about themselves and what they appreciate the most about Dixon. The Council congratulated the Court, and thanked them for making a difference in Dixon.

APPROVAL OF MINUTES

Councilman Oros moved that the minutes of the Regular Session Council Meeting of Monday, June 15, 2020; be accepted and placed on file. Seconded by Councilman Marshall. Voting Yea: Considine, Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried.

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Marshall moved that the Total Labor and Outside Claims in the amount of $488,534.51 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Considine, Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried.

DEPARTMENT REPORTS

Building Official Shipman – The new software for the building department was put in place a week ago, running okay still learning. The first Administrative Court Hearing will be this Wednesday, half of tickets have been either complied or paid prior to the hearing. Beautify Dixon letters regarding maintaining your property went out with water bills, no one was singled out sent to all water customers. Chamber Mainstreet building repairs are going well, the roof is still in process. Still working on the house on 4th Avenue.

CITY MANAGER REPORT

Assistant City Manager/Public Works Director Heckman – Street resurfacing phase 1 is underway, parts of W 7th Street will be closed for about a week, then to N. Peoria. Phase 2 will start near the end of July. The government is behind on the grants for street work, no notification of awarding yet. Discussion ensued.

COUNCIL REPORTS

Mayor Arellano – Happy Independence Day to everyone. He is back in the US in the New Mexico desert on mandatory quarantine. I-88 development has been a long time in the works, props to Danny, LCIDA Kevin Marx, and X-Site. Looking forward to that adding to Dixon. A liquor license holder, who doesn’t qualify for the curbside delivery, may be getting a hold of council members looking to expand the ordinance. If all goes smoothly he may here in person for the next council meeting.

Councilman Considine – Asked if the Fargo Creek study that was done by the hired consultant is being used to help alleviate the Madison Avenue flooding, what has been done with the study? Discussion ensued.

Councilman Marshall – Hopefully everyone was able to enjoy some sort of celebration this past weekend. He is still in favor of broadcasting the meetings down the road. IT Manager Philhower is looking into this request, actually testing sound recording quality at tonight’s meeting. Discussion ensued.

Councilman Oros – Goodfellows of Lee County has a potential home in site. They are having a fundraising campaign to try to raise funds for the building. Raffle tickets are being sold, go to their website for more information. Discussion ensued, including possibility of looking into the budget to see if there could be something the City could contribute.

Councilman Venier – Had a meeting with the city band director and staff trying to figure out what they may be able still to do this season in line with the COVID restrictions. Discussion ensued.

BOARD & COMMISSIONS REPORTS None

VISITOR/PUBLIC COMMENT None

ORD# 3203 – AUTHORIZING A VARIANCE PURSUANT TO THE PETITION OF DOUG AND JULIE FARSTER, 1000 WOODHILL CIRCLE, DIXON, ILLINOIS

Councilman Considine moved to approve the requested rear yard setback variance for Doug and Julie Farster, 1000 Woodhill Circle, Dixon, Illinois. Seconded by Councilman Oros. Discussion ensued with Building Official Shipman. Voting Yea: Considine, Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried.

RES# 2811-20 – RE-APPOINT TO THE FIRE AND POLICE COMMISSION ROBERT SHOMAKER AND BRUCE KELLER

Councilman Oros moved to re-appoint to the Fire and Police Commission, Bruce Keller for a term to commence July 6, 2020 and to end May 31, 2023; and Robert Shomaker for a term to commence July 6, 2020 and to end May 31, 2022, or until their successors are duly appointed and qualified. Seconded by Councilman Marshall. Discussion ensued. Voting Yea: Considine, Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried.

RES# 2812-20 – AMENDING FY2020-2021 BUDGET DIMCO ENVIRONMENTAL ENGINEERING

Councilman Marshall moved to approve the FY20/21 Budget Resolution with respect to the DIMCO Environmental Engineering. Seconded by Councilman Considine. Assistant City Manager/Public Works Director Heckman explained the request. Voting Yea: Considine, Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried.

APPROVAL OF TRANSFERRING EXPIRING NONPRIMARY ENTITLEMENTS FUNDS TO ANOTHER AIRPORT DESIGNATED BY IDOT

Councilman Marshall moved to approve the transfer of expiring nonprimary entitlement funds to another airport to be designated by IDOT. Seconded by Councilman Considine. Assistant City Manager/Public Works Director Heckman explained the request, and discussion ensued. Voting Yea: Considine, Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried.

REFER PETITION FROM MARK A. ROBERTS – 326 CENTRAL PLACE TO THE ZONING BOARD OF APPEALS

Councilman Considine moved to refer the petition for 326 Central Place to the Zoning Board of Appeals. Seconded by Councilman Marshall. Voting Yea: Considine, Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried.

COMMENTS

Councilman Marshall asked if the Zoning Board of Appeal’s roster was full. Discussion ensued regarding both the Zoning Board and the Plan Commission’s rosters.

REFER PETITION FOM MINIFY SELF STORAGE DIXON, LLC. – 1105 JACKSON AVENUE, DIXON TO THE PLAN COMMISSION

Councilman Oros moved to refer the petition for 1105 Jackson Avenue to the Plan Commission. Seconded by Councilman Marshall. Voting Yea: Considine, Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried.

APPROVAL OF $10,000 TO THE SMALL BUSINESS DEVELOPMENT PROGRAM

Councilman Marshall moved to approve the $10,000 donation to the Small Business Development Program. Seconded by Councilman Considine. Discussion ensued. Voting Yea: Considine, Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried.

ADJOURMENT

Councilman Considine moved that the Regular Council Meeting of Monday, July 6, 2020 be adjourned to meet in Regular Session on Monday, July 20, 2020, at 5:30pm in the Council Chambers at City Hall. Seconded by Mayor Arellano. Voting Yea: Considine, Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried.

The meeting adjourned at 6:27pm.
