City of Sterling Municipal Band Commission Met Dec. 9.
Here is the minutes provided by the commission:
I. CALL TO ORDER
A regular meeting of the Sterling Municipal Band Commission was held at 6:03 p.m. in the City Council Chambers at City Hall, 212 Third Ave, Sterling, Il. 61081.
Commissioner Reyes called the meeting to order and attendance was taken showing five Commissioners were present.
II. CONSENT ITEMS
Commissioner O’Keefe made a motion to approve the following consent items: November 10, 2020 Meeting Minutes
Band Director Report
Band Manager Report
Commissioner Lee seconded the motion which carried unanimously.
III. FINANCIAL REPORT
Commissioner Lee presented the Financial report showing:
Budget Actual
Personnel: $61,000 $14,089.00
Materials and Services: $37,950 $5,639.56
Capital Expenses: $9,050 $1,201.93
Revenue: $108,107 $79,517.85
Commissioner Crisp made a motion to receive the report. It was seconded by Commissioner O’Keefe and carried unanimously.
IV. COMMENTS FROM THE PUBLIC
No requests were made by members of the public for comment.
V. OLD BUSINESS
Annette reported on the four-part plan to maintain a public presence for the Band: 1) The virtual Band has begun. Band members wishing to participate can record audio and video of themselves playing Flourish for Wind Band. Gabe Zeigler will edit everything together for release on 1/8/2021. His fee is $25/hr and estimates that he can edit the song in approximately 5 hours. The copyright fee for the song is $125 and will be good for the life of our online presence. She also would like to compensate the participating players for 1 event ($15.) All Commissioners were in agreed that would be acceptable and appropriate. A second song will be recorded and released in February-March 2021.
2) She will record a holiday greeting to release online along with a holiday song selected from the 2019 Spring concert.
3) Prior unreleased recordings edited to slides to be released online.
4) Select Band member interviews will be done and released in 4-6 episodes from Jan – Mar of 2021.
Commissioner Crisp reported on Rock Falls and Prophetstown doing holiday light displays done by local businesses and groups in each respective town. He would like for the Band to look into being a part of something like it next year. If Sterling doesn’t have a similar event, then we could participate in Rock Falls’.
Job descriptions and By-Laws were reviewed with changes made. Paul will update the changes. Commissioner Boze moved to table the approval vote until the January 2021 meeting. Commissioner Crisp seconded the motion.
VI. NEW BUSINESS

VII. MISCELLANEOUS
Commissioner Reyes reported that He and Annette have signed her new contract for 2020-2021. Paul will take it to City Hall to have City Manager Scott Shumard sign it as well.
Commissioner Lee has placed a call to Cindy Von Holton inquiring how 2021 revenue will be affected by COVID-19.
Annette has put together a list of percussion that needs to be replaced. She will prioritize the list and get two quotes for each of the items for Commission approval. The trombone commission written by Dr. Tom Bough have come through. Annette is planning to premier it during the 2021 Summer season.
VIII. EXECUTIVE SESSION
Commissioner O’Keefe moved to enter Executive Session. It was seconded by Commissioner Crisp and carried unanimously. Executive session was entered at 6:54 p.m. for the purpose of the semi annual review of Executive Session Minutes.
Commissioner O’Keefe moved to open the Executive Session minutes from February 2020 and June 2020. It was seconded by Commissioner Lee and carried unanimously.
Executive meeting of Muni Band 2/11/2020
Commissioner O’Keefe made a motion to go into Executive Session, seconded by Commissioner Lee. The motion passed unanimously and the Commission went in to Executive Session at 8:20p.m. Members present were Vice-Chairman Kevin O’Keefe, Treasurer Allen Lee, Chairman Gonzalo Reyes, and secretary Amy Boze. The commission reviewed minutes from 10/8/19 and 11/12/19. It is recommended that the October minutes remain private, but that the November minutes may be made public. Commissioner O’Keefe made a motion to enter into Open session, seconded by Commissioner Lee. The motion passed unanimously and the Commission entered Open session at 8:25 p.m.

Executive meeting of Muni Band 6/8/2020
Commissioner O’Keefe made a motion to go into Executive Session, seconded by Commissioner Lee. The motion passed unanimously and the Commission went in to Executive Session at 6:44p.m. Members present were Vice-Chairman Kevin O’Keefe, Treasurer Allen Lee, Chairman Gonzalo Reyes, and secretary Amy Boze. Also present were Annette Hackbarth, Scott Schumard, and Tony Crisp. The commission discussed dates and times to do a face-to-face interview with Tony Crisp to fill the open commission seat. All agreed that the interview will be held at 5:15pm on Wednesday, June 24 as part of the Annual Meeting. It will be held at the Sterling Coliseum. Commissioner Lee made a motion to enter into Open session, seconded by Commissioner Boze. The motion passed unanimously and the Commission entered Open session at 6:51 p.m.

IX. ADJOURNMENT
Commissioner O’Keefe made a motion to adjourn the meeting. Commissioner Boze seconded the motion which carried unanimously and the meeting was adjourned at 7:04 p.m.
