City of Lanark City Council Met Feb. 2.

Here is the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7:05 p.m. Roll call taken by Kim Hunter, City Clerk, showed Alderpersons present were Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Jay VanMatre.

Mayor Ken Viglietta was present and presiding.

Others present were: Lynn Collins, Chief of Police Matt Magill, Treasurer Donalee Yenney, Temporary Office Assistant Marilyn Heller, City Clerk Kim Hunter, and Attorney Ed Mitchell.

PLEDGE OF ALLEGIANCE-was led by Alderperson Lance Leverton.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Jay VanMatre and seconded by Alderperson Lance Leverton to accept the minutes of the January 5th, 2021 meeting as presented. Motion carried by 6 aye votes : Jay VanMatre, Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, and Mark Macomber.

PUBLIC COMMENTS- None.

TEMPORARY OFFICE ASSISTANT-ACTION REQUIRED- Introduction of Marilyn Heller. Marilyn thanked committee for opportunity. Mayor Ken informed city council that Marilyn was hired for temporary office assistant. The council gave a motion of unanimous consent to appoint Marilyn Heller City Clerk on or before 04/06/2021.

Motion- to consent was made by Haley Grim and second by Lance Leverton to appoint Marilyn Heller. Motion carried by all 6 aye votes.

BID SOLICITATION FOR SEWER PLANT PROJECT-ACTION REQUIRED- Alderman Brad Knutti will be attending meeting on Feb. 25th , 2021 in Rockford, IL at Fehr Graham at 10:00am with Darin Stykel. Fehr Graham will be coming back on March 2nd, 2021 City Council Meeting with bid tabs.

RESOLUTION FOR ELECTRIC AGGREGATE-ACTION REQUIRED- Mayor Ken talked to the council about the Rock River Energy Resolution to combine electrical aggregation loads sent from Marge Mudge giving Ken the authority of bargaining power to agree to the bid when presented. Contract expires Aug. 2021. Ken will email the bid tab.

Motion- was made by Alderpersons Weston Burkholder and seconded by Alderpersons Mark Macomber to allow the mayor acting as an agent. Motion carried by all 6 ayes votes : Weston Burkholder, Mark Macomber, Lance Leverton, Haley Grim, Brad Knutti, and Jay VanMatre.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- None.

EXECUTIVE SESSION-EMPLOYMENT, COMPENSATION, REAL ESTATE-MOTION-was made by Alderperson Lance Leverton and seconded by Alderperson Brad Knutti to convene in Executive Session at 7:25 p.m. in order to discuss personal and compensation. Motion carried by 6 aye votes. Lance Leverton, Brad Knutti, Haley Grim, Weston Burkholder, Mark Macomber, and Jay VanMatre.

REGULAR SESSION-MOTION-was made by Alderperson Mark Macomber and seconded by Alderperson Jay VanMatre to reconvene into regular session at 8:02 p.m. Motion carried by 6 aye votes. Mark Macomber, Jay VanMatre, Lance Leverton, Haley Grim, Brad Knutti, and Weston Burkholder.

2021 EMPLOYEE PAY ADJUSTMENTS-POSSIBLE ACTION- Motion – A motion was made by Alderpersons Jay VanMatre and seconded by Alderpersons Brad Knutti. To approve the payroll adjustments effective March 28th, 2021. Motion carried by 6 aye votes. Jay VanMatre, Brad Knutti, Lance Leverton, Haley Grim, Weston Burkholder, and Mark Macomber. (see attached copy of approved wage increases)

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR- Chief of police Matt Magill – has been overlooking a few ordnances and will start to enforce in reference to snow shoveling and winter parking. Vehicles will be towed. Attorney Ed Mitchell – discussed house bill 3563 in regards to police funding for body cams. Stated we have until 2025 to purchase them. City Clerk Kim Hunter- Read thank you note from Janie Dollinger in regards to Christmas bonuses. Treasurer Donalee Yenney – reviewed the Changes in Bank Balances 04- 01-2020, Changed in Balance by Fund December 31, 2020, and Profit & Loss Budget vs. Actual December 2020. Donalee stated she removed the Library, Cemetery, and Park Boards out of Quick Books. There will be a Motor Fuel Tax (MFT) Meeting on Wed. Feb.3rd ,2021 at 9am in the City Council Chambers. There will also be a Finance Committee meeting Tues Feb 16th, 2021 at 6:00pm in the City Council Chambers. Meeting will need to be posted. Aldermen Jay VanMatre had questions regarding the ordinances being up to date. Aldermen Weston Burkholder – discussed the street and alley by the body shop. Aldermen Haley Grim – discussed the pots holes on Claremont Street in front the park. Mayor Ken told Haley to the call Jason Alvarado. Also mentioned the Vita Plus horn noise going off around 5am on week days. Discussed Old Settlers Day and hoping to be in phase 5 to be able to have it. Aldermen Brad Knutti – will be attending the sewer plant project meeting on Feb. 25th, 2021 with Fehr Graham. Will be emailing the council what he finds out. Mayor Ken Viglietta – Announced Janie Dollinger 50 years of services to the library. The city sent her flowers. Ken talked about downtown lighting, ComEd is offering deals on light posts and asked if we should spend money on an engineer to see what can be done. Possibly use MFT and TIF money. He will report back to the council. Ken recited a paragraph from the IML Illinois Municipal League complying with the executive orders and mitigations. “ It is recommended that all communities comply with the Governor’s executive orders and enhanced mitigations for the protection of their residents throughout this public health crisis. If a municipality wished to deviate from the executive orders and enhanced mitigations. Municipal officials should consult with their legal counsel or retained attorney prior to taking any formal or informal action that would conflict with the executive orders. As that could create liability exposure to the municipal government or those municipal officials."

ADJOURNMENT-MOTION-was made by Alderperson Weston Burkholder and seconded by Alderperson Brad Knutti to adjourn at 8:53 p.m. Motion carried by 6 aye votes. Weston Burkholder, Brad Knutti, Lance Leverton, Haley Grim, Mark Macomber, and Jay VanMatre.
