Carroll County Board met Jan. 20.

Here are the minutes provided by the board:

The meeting was called to order by Chair Reibel at 9:30 a.m.

Pledge of Allegiance.

Roll call shows Mr. Reibel, Mr. Payette, Mr. Preston, Mr. Imel, Mr. Paul Hartman, Mr. Yuswak, Ms. Anderson, Mr. Vandermyde and Mr. Robert Hartman all present.

Chair Reibel presented the consent agenda:

1. Approval of December 16, 2021 Board Meeting Minutes

2. Approval of Bills Paid in Vacation

3. Approval of Committee on Claims

Motion by P. Hartman, second by Mr. Preston to approve. Motion carried. Tabled Items-None

Sheriff & Property-Sheriff Kloepping reported that the remodeling of the 911 Dispatch center is on schedule and should be completed by the end of February.

Sheriff Kloepping reported that the County is housing one of their inmates in Stephenson County and there will be future billing coming through. He also reported that due to COVID that the State of Illinois once again has halted all transfers of inmates to State prisons.

Sheriff Kloepping reported that the new handicapped push door openers have been installed.

Sheriff Kloepping also reported that he has received good job reviews for Top Roofing of Wheaton,Il that was awarded the bid last month for shingling the main roof of the Courthouse. He has been in contact with the owner and they will start the roofing project in the Spring.

Health Department-No report

Emergency Management Agency-No report

State’s Attorney-No report

Treasurer-Treasurer Powers reported that the Auditors are here this week and the audit is going well.

Circuit Clerk-Circuit Clerk Hiher reported that she has been going through old files and has 80 boxes that will be shredded.

Probation-No report

Assessor-No report

County Clerk and Recorder-County Clerk Buss reported that petition packets for County Clerk and Recorder, Sheriff, Treasurer, State’s Attorney, County Board and Precinct Committeeperson are available for pick up, by email or are on the County website. She informed that petitions will be filed Monday, March 7, 2022 thru Monday, March 14, 2022.

Clerk Buss updated the Board that due to Public Act 102-15 her office must sign up for a .gov domain by June 17, 2022. She is also working with Computer Dynamics on getting a quote wireless firewall for the Courthouse and her office. She has a HAVA Election Security Grant that will pay up to $11,828 the rest maybe able to be paid out of ARPA funds.

Animal Control-Animal Control Officer Grim submitted his monthly report. ACO Grim did report that the numbers of dogs collected was down in 2021.

Highway-County Engineer Kevin Vandendooren presented for approval of Section 20-08126-00-BR Preliminary Engineering Agreement with Willett Hoffman & Assoc for replacement of a bridge carrying Daggert Road over Johnson Creek. Motion by P. Hartman, second by Preston approve. Discussion. Roll call shows, Imel, P. Hartman, and Reibel voting aye and Anderson, R. Hartman, Preston, Payette, Vandermyde and Yuswak voting nay. Motion denied. It was the consensus of the Board to bring back at the next board meeting more information such as, how many people live on that road and what would need to be done to vacate the road and more pictures.

County Engineer Kevin Vandendooren explained that he has gotten two quotes from local contractors to replace the foundation drainage tile, apply a sealant to the foundation wall, install roof drainage French drains and replacement of

sidewalks. He would also like to add an ADA ramp to go up to the front door. He did inform the Board of his concern of mold and mildew damage done in the lower level of the Highway building. The Board gave him direction to contact a company that specializes in mold detection and removal and report back to the Board next month.

County Engineer Vandendooren informed the Board that the company that he had ordered the County dump truck and chassis from has added another $2,600 additional surcharge. It was the consensus to pay the additional surcharge to keep the build on time.

Old Business

County Administrator Michael Doty presented to the Board for approval to be paid out of Covid Fund 84 a video conferencing monitor in for the Assistant State’s Attorney Aaron Kaney stated that the price they received for the monitor was in December 2021 and the pricing mostly likely has increased. Motion by Yuswak, second by Vandermyde to approve. Motion carried.

County Administrator Doty explained how a Standard Allocation for Lost Revenue will work for the County. By taking the Standard Allocation the County will have more flexibility with the funds. The Board will need to decide by March if they plan to take the Standard Allocation.

County Administrator Doty reported in Sheriff Kloepping absent on the HAVC Consultant. He stated that they had reached out to 5 Consultants. Three have responded with one being fully qualified, the second one not being qualified and the third one would not be able to start for a couple of months so number 2 and 3 have been eliminated. They have asked for a fee structure and should have a final agreement for the Board to vote on at the February meeting.

Chair Kevin Reibel presented for approval Carroll County Trustee Resolutions. Motion by Preston, second by Yuswak to approve. Motion carried.

Appointments-Chair Reibel presented Keith Vandermyde to be reappointed to Blackhawk Hills RC&D. Motion by P. Hartman, second by Yuswak to approve. Motion carried.

Motion by Preston, second by P. Hartman to adjourn. Motion carried. 10:52 a.m.
