Carroll County Board met May 19.

The meeting was called to order by Chair Reibel at 9:30 a.m.
Pledge of Allegiance.
Roll calls shows Mr. Reibel, Mr. Payette, Mr. Preston, Mr. Imel, Mr. Yuswak, Ms. Anderson, and Mr. Vandermyde present with Mr. Paul Hartman and Mr. Robert Hartman absent.
Chair Reibel presented the consent agenda.

Motion by Ms. Anderson, second by Mr. Preston to approve the consent agenda. Motion carried.
Tabled Items-None
Sheriff & Property-Sheriff Kloepping reported on the week long training with the FBI in Virginia.
He also reported that the Dispatch will be moving back it the 911 center hopefully on June 2nd and at that time they will remodel the secretary office before she is moved back in.
In regards to the courthouse and courthouse house lawn, he stated that three new trees have been planted for Arbor Day, the fountain is running for the season and the tuckpointing will be starting soon.
Sheriff Kloepping reported that the HVAC bids went out last week. Three companies have shown interest. Bids for the HVAC will be due May 31, 2022.
He stated that bids for the flat part of the Courthouse roof will be going out next week.
Health Department-No report
Emergency Management Agency-EMA Director Jim Klinefelter reported that he will be attending in Springfield classes that deal with disaster readiness at the end of this month.
Mr. Klinefelter presented and explained the ATV quote from Eastland Motor Sports. Discussion included where the ATV would be kept, who would be able to use it and that the County will insure it. Motion by Preston, second by Yuswak to approve the purchase of a ATV from Eastland Motor Sports with ARPA funds in the amount of $29, 994.00. Motion carried.
State’s Attorney-No report
Treasurer-Treasurer Diane Powers reported that tax bills were mailed out on Tuesday, May 17, 2022 to Carroll County property owners.
She also stated that on May 24, 2022, the first distribution from the Mobile Home tax collected will be paid out.
Circuit Clerk-No report
Probation-No report
Assessor-Chief County Assessor Annette Gruhn reported that her new deputy has completed 4 of 6 required classes for certification. The last two classes she received a 96% and 100% on her tests. She is hoping to complete the last two classes for her certification by the end of this year.
County Clerk and Recorder-County Clerk Amy Buss reported that today, May 19th was the first day for early voting.
She also reported that the switch to .gov for emails has gone well. Animal Control-No report
Highway-County Engineer Kevin Vandendooren was absent at this time.
Chair Reibel presented for approval a Petition for Bridge Aid from Salem Road District for Section 20579 Townline Rd. Motion by Preston, second by Imel to approve. Motion carried.
Chair Reibel presented for approval of low bidder for 2022 Pavement Striping and authorize County Board Chair to sign contract and contract bonds. Discussion. Motion by Anderson, second by Preston to approve. Motion carried.
Zoning-Zoning Officer/GIS Administrator Jeremy Hughes explained the application for a temporary use permit by James Bratta for summer tent camping at Center Hill Apartments. At this time, he has received 5 written responds with opposition to the special use permit from adjoining property owners. He will be accepting responds from adjoining property owners till May 25, 2022. All responds will be included with the packet that will go to the Board at the next board meeting since this will be on the agenda for approval. It was the consensus of the Board to use this meeting as a public meeting then Mr. Bratta and any adjoining property owner may make public comments on this special use permit. Mr. Bratta introduced himself and how he runs cSavanna Adventures. He stated that he is trying to promote tourism and he will be there on site on the nights of the tent camping to make sure there are no problems. Adjoining property owners, John Pokropinski, Stephen Baker, Michael Wilkinson and Jose David spoke against the issuing of this special use permit. All stated they are against the permit due to possible noise, trespassing on their property and current property not large enough to accommodate 50 people with tents and parking.
This Temporary User Permit will go to the Board on June 2nd for a vote for approval.
Zoning officer/GIS Administrator submitted Chapter 745 “Guest Home License Ordinance.” This ordinance removes guest homes as a special use permit in Chapter 700. Motion by Preston, second by Imel to approve. Discussion. Roll call shows Imel, Yuswak, Anderson, Reibel, Preston, Payette, and Vandermyde all voting aye. Motion carried.
Other Departments
County Engineer Kevin Vandendooren, now present, reported that the basement is finished but new lights need to be installed. He will meet with EMA Director Jim
Klinefelter to see where he would like them places since it will be used for the Emergency Management office.
He also stated that pavement stripping will be done to half the County and will begin after his department is done with their road work. Mr. Payette asked for some stop bars for intersections in Shannon.

Extension-Acting Director Karla Balzer handout a packet of the many different programs that Illinois Extension hosts. She explained some of the workshops and was happy to report that 4H participation has grown.

Chair Reibel presented a Resolution fixing the compensation of the office of County Sheriff for the office term beginning December 1, 2022 and ending November 30, 2026.
He explained that Public Act 102-099 enacted on April 19,2022 states the salary of sheriff elected or appointed cannot be less than 80% of salary set for State’s
Attorney under Section 4-2001. The State shall furnish 66 2/3% of the total annual salary to be paid to the Sheriff. The County will be furnish 33 1/3%.
The compensation for the County Sheriff is set according:
Fiscal Year 2023: 80 percent of the Carroll County State’s Attorney salary set July 1, 2022.
Fiscal Year 2024: 80 percent of the Carroll County State’s Attorney salary set July 1, 2023.
Fiscal Year 2025: 80 percent of the Carroll County State’s Attorney salary set July 1, 2024.
Fiscal Year 2026: 80 percent of the Carroll County State’s Attorney salary set July 1, 2025.
County Administrator Mike Doty did submit a new Resolution that now includes in paragraph 3 it now will read Public Act 102-0699 enacted on April 19, 2022 replaces Senate Amendment #1 to HB4700 passed in 2022.
In paragraph 5, In accordance with 55ILCS 5/3-6077.5 was added. Motion by Preston, Vandermyde to approve with these changes. Motion carried.
Chair Reibel presented the Resolution fixing the compensation for the offices of County Clerk/Recorder and County Treasurer for the term of office beginning December 1, 2022 ending November 30, 2026.
Chair Reibel explained that the figures were the same as the union employees received with the last negotiations.
Payette made a motion, second by Preston for the County Clerk and Recorder to get $1,000 that would be a one time salary adjustment. This is due to County employees got premium pay of a $1,000 for working during Covid last fiscal year which she did not due to salary cannot not be changed when holding office. This is not premium pay, will not be paid out of the ARPA funds and will not go to the base of the salary. The County Treasurer would not get the $1,000 one time salary adjustment. The motion is as follows:

Chair Reibel presented an Ordinance Amending the Whiteside Carroll Enterprise Zone within the Illinois counties of Whiteside and Carroll. Motion by Anderson, second by Yuswak to approve. Motion carried.
Chair Reibel presented for approval an Amendment to the Whiteside Carroll Enterprise Zone Intergovernmental Agreement. Motion by Anderson, second by Preston to approve. Motion carried.
