City of Dixon City Council met Aug. 1.

CALL TO ORDER
The meeting was called to order by the Mayor Arellano at 5:30pm.
ROLL CALL
Councilman Venier, Bishop, Considine, and Mayor Arellano answered roll call. Absent: Councilman Oros.
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Pastor Mike Sutcliffe.

APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Regular Session Meeting of Monday, July 18, 2022; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Considine moved that the Total Labor and Outside Claims in the amount of $1,716,002.67 be approved and ordered paid. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried
DEPARTMENT REPORTS
None
CITY MANAGER REPORT
City Manager Langloss – having meetings on pension bonds and more needed, no recommendation at this time, discussion ensued. Town Hall meeting will be Tuesday, August 9th at 5:30pm possibly at the Loveland Building, it will be posted on social media. The town hall will be in regards to sober homes as a listening session lasting about 2-3 hours, discussion ensued. Questions for the meeting should be sent to cityclerk@discoverdixon.org.
COUNCIL REPORTS
Mayor Arellano – He has met with Councilman Oros on the appointment process and she has had meetings with Piper, and they went well. There are more board appointments to make. Asked if there are any special meetings scheduled for pension bonds, discussion. He is also working through land acquisitions from the railroads. Street program is underway and progressing quite nicely.
Councilman Venier – None
Councilman Considine – the council is in receipt of a letter from Mr. & Mrs. Gehlbach, Mayor summarized the letter.
Councilman Bishop – had some community praise – saw Mr. Shultz picking up trash at the riverfront and came across a truck from S&D Construction stopped in the middle of the road, he was helping someone in distress.

APPROVAL FOR THE CITY MANAGER TO ENTER AGREEMENT WITH CLEC ENTERPRISES WITH RESPECT TO ADMINISTRATION OF ELECTRICAL CONTRACTOR LICENSE EXAMS
Building Official Shipman explained the request, discussion ensued. Councilman Venier moved to approve the City Manager to enter into an agreement with CLEC Enterprises with respect to Administration of Electrical Contractor License Exams. Seconded by Councilman Bishop. Voting Yea: Councilman Venier, Bishop, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried
APRROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH WILLETT HOFMANN AND ASSOCIATES, INC. WITH RESPECT TO THE DESIGN PHASE ENGINEERING FOR THE WEST END PREPLACEMENT PROJECT
Public Works Director/Assistant City Manager Heckman explained the request, discussion ensued. Councilman Bishop moved to approve the agreement with Willett and Hofmann and Associates, Inc. for work related to the West End Watermain Replacement Project. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried
COMMENT
Councilman Venier would like the letter from Gary and Chris Gehlbach read completely; he read the letter verbatim, then thanked them for their letter.
ADJOURMENT
Councilman Considine moved that the Regular Council Meeting of Monday, August 1, 2022 be adjourned to meet in Regular Session on Monday, August 15, 2022, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried
