CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:30pm.

ROLL CALL

Councilman Venier, Considine, Oros, and Mayor Arellano answered roll call. Absent: Councilman Bishop

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Deacon Mary Anne Rhoades, Episcopal

PROCLAMATION

NATIONAL CHILD ABUSE PREVENTION & AWARENESS MONTH

Mayor Arellano read the proclamation and Proclaimed April National Child Abuse Awareness Month

VISITOR/PUBLIC COMMENT

Mayor Arellano explained that public comment is three minutes, and offered to meet with after the meeting or at another time.

Tony Winstead – Why are my calls not being returned, send emails, leave messages. He calls for Danny Langloss, Tim Shipman, and the Mayor. Has a list of grievances and business that he wants to discuss with the City of Dixon, but is not getting any communication. He runs a business called Winstead Media, build and host websites for small businesses in the City. Heard from Tim Shipman today that he is not getting the emails. Emails have been sent and put tracers on them that they are delivered, why is he not getting calls back. Started leaving voicemails, and even called Dennis. Mayor will be glad to set up a meeting with him, after this meeting or tomorrow morning. He would like a meeting with Mr. Langloss and the Chief of Police, Mr. Shipman and the Head of the Water Department. City Manager Langloss stated that he just checked his emails and he doesn’t have one from him, and it is the first he is hearing of this. Mayor stated he would be glad to meet with him after this meeting or in the next couple days, and he apologized for any customer service errors on his part, but he will get a meeting set up asap.

Steve Casey – Appreciates the National Child Awareness Month. Triggered that he saw an ad on Facebook for the Pride Festival scheduled in Page Park. Last year he heard there were children involved in lude and vulgar activities. There are laws on the books regarding child abuse through inappropriate activity. Last year it was stated that if there were any activities taking place that it would be brought to a halt. He did not hear of any being brought to a halt and pictures distributed regarding what had taken place. He raised this question that if we are concerned about child abuse, then we need to require if the Pride group is going to have their festival, we need to have some hard and fast guidelines that children will not be abused through this. He believes this is an action that needs to be taken to truly honor child prevention that we say we believe in, and why did things continue last year. He believes there is a large sector of our community that is demanding that it not be allowed to continue this year. City Manager Langloss addressed the comment. He has met with the Pride Festival organizers, very specifically they are aware of the complaint. There will not be any children on stage. Chose Park District facility, doing a separate beer garden this year. Discussion ensued.

WORK SESSION

BUILDING PERMIT FEES

Mayor Arellano explained the background and process he would like moving forward. Building Official Shipman explained the new fee structure and examples of the proposed changes. Discussion ensued.

APPROVAL OF MINUTES

Councilman Oros moved that the minutes of the Regular Session Meeting of Monday, April 3, 2023, be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Considine moved that the Total Labor and Outside Claims in the amount of $1,594,036.17 be approved and ordered paid. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF YEAR-TO-DATE FINANCIALS

Councilman Venier moved that the year-to-date Financial Summary through March 2023 be accepted. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss – building on the proclamation, the Executive Director of Shining Star asked him to say a few words. He had the incredible honor of being a founding member of Shining Star Children’s Center serving on our child protection team which began in 2000. He spoke regarding the center serving hundreds of children, the number of children assaulted, and the need to talk about and awareness publicly. Crimes of manipulation, empower children to say no and to talk about it, tell until the abuse stops. Erin’s Law is the first law regarding child abuse, passed in 38 States and he has been asked to serve on the foundation board of the 501c, which gets curriculum out to children. Having conversations with our children is important. Shining Star continues to do great work, and continues their annual training conference.

Police Academy – Retired Sergeant LaMendola was chosen as the director and the program just graduated their first class. Talked about the curriculum and local law enforcement’s involvement.

Union contracts are almost wrapped up, will probably schedule a special meeting for an executive session to approve the contracts, hopefully within the week. Spoke on how the negotiations went.

Congratulated Councilman Oros for her nomination at the highest award in the Women’s of Achievement Awards. We closed City Hall on Thursday, all of our female staff attended the event. Many different women were honored. She did not get the nod, but she has been a trailblazer, spoke of her accomplishments the last few years.

Update on the Midwest Summit on Leadership.

COUNCIL REPORTS

Mayor Arellano – Extended the Peoria Parking Lot Grant again. Ground breaking ceremony on April 27th for the ITEP and walking pathways and boardwalks.

Proclamations given to John Groshans, read the proclamation and proclaimed the same day as the ground-breaking ceremony, April 27th as John Groshans Day.

Thanked IT Director Philhower for sharing his research with surrounding communities. Dixon Sister Cities, the Dixon Chamber is being awarded “Champion of Youth Award” spoke about the program; Congratulations to all citizens who make the organization successful;

Congratulated Glen on his win, he has brought him in on some meetings and will try to make sure it is a smooth transition, if needed he is willing to be available for questions.

Proclamation given to Paula Meyer, read the proclamation and proclaimed April 28th as Paula Meyer Day.

Proclamation given to Leda Bartolomei, read proclamation and proclaimed April 21st as Leda Bartolomei Day..

Honor to serve the past 8 years, his goals and things that have been accomplished during his terms. We have accomplished the items in the “100 Days list” in his terms, he thanked Attorney LeSage for all his help, work, and advise.

The best years are yet to come – development team, Matt Heckman Public Works, thanked for all he has done, ground breaking, excited to watch it all happen.

He will continue his military and business, thanked the Council and City Manager and staff. Thanked residents for choosing him all these years. Thanked his wife, she has been his rock and by his side the whole time. Thanked Councilman Bishop and Venier, Finance Director

Fredericks and his first clerk, City Clerk Kunde, and Jeremy from the Chamber, excited to be part of the team.

Councilman Oros – Thanked the Mayor for his service he gave to this community, appreciates the opportunity to work and learn with him. Thanked City Manager Langloss and team for the nomination and the kind words, humbled and inspired by the day. Business Community, Illinois Department of Commerce and Opportunity have announced a $175million Grant Funding Back to Business grant applications for restaurants, hotels, creative arts sector April 5th through May 10th, if eligible to apply, do so.

Councilman Considine – Thanked the Mayor for his years of service and mutual respect.

Councilman Venier – Echoed sentiments of the council’s thanks and commitment to the Community, level of love for the City, work and commitment, thanked his wife and family for sharing him with us, Dixon is a better place because you were here the past 8 years. Good luck in the future. Summer help jobs are available, check our website. Congratulated Ron Pritchard on his 26 years on the Dixon Park Board, and dedication to the community. Dixon is the largest per capita park grounds in Illinois. Recognition for long term employees – Jim Canterbury 35 years, Curt Philips 37 years and Marti Swegle 17 years.

Councilman Bishop – None

Comments: ITEP Grant announcement win, City Manager explained. Project Rock $13million pedestrian bridge and all improvements to Page Park will take off. Theatre won a $100,000 grant as well, for continuous systems and upgrades.

ORD# 3344 – AUTHORIZING APPROVAL OF THE FY 2023/2024 BUDGET FOR THE CITY OF DIXON, ILLINOIS

Mayor Arellano explained the request, a list of updates was handed out. Councilman Oros moved to approve the Budget for the City of Dixon, Illinois for the fiscal year beginning May 1, 2023 and ending April 30, 2024. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Venier, Oros, and Mayor Arellano. Voting Nay: Councilman Considine. Motion Carried

ORD# 3345 – AMENDING THE DIXON CITY CODE TITLE I, CHAPTER 11, SECTION 1-11-3 (CITY COUNCIL SALARIES)

Mayor Arellano explained the request, discussion ensued. Councilman Oros moved to approve the ordinance amending the Dixon City Code Title 1, Chapter 11, Section 1-11-3 and inserting therein $24,000 per year with respect to the mayor commencing a four-year term in 2027, and inserting therein $12,000 per year with respect to those members of the council commencing a four-year term in 2025, and inserting therein $12,000 per year with respect to those members of the council commencing a four-year term in 2027. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Venier, Oros, and Mayor Arellano. Voting Nay: Councilman Considine. Motion Carried

ORD# 3346 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – COMPUTING DEVICES

Councilman Considine moved to authorize the sale or disposal of certain personal property owned by the City of Dixon – Computing Devices. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3347 – AMENDING TITLE 5, CHAPTER 13, SECTION 3(A) OF THE CITY CODE WITH RESPECT TO ANNUAL FEES FOR LIQUOR LICENSES

Mayor Arellano explained the request. Councilman Venier moved to approve the ordinance amending the Dixon City Code Title 5, Chapter 13, Section 5-13-7 Alcoholic Liquor Fees. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3070-23 – AMENDING 2022-2023 BUDGET – LIBRARY

Councilman Oros moved to approve the FY22/23 budget resolution with respect to the Library budget. Seconded by Councilman Considine. Mayor Arellano explained the request. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3071-23 – AMENDING 2022-2023 BUDGET – POLICE DEPARTMENT

Councilman Considine moved to approve the FY22/23 budget resolution with respect to the Police Department’s overtime and maintenance & repairs. Seconded by Councilman Venier. Chief Howell explained the request, discussion ensued. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3072-23 – RESOUTION REQUESTING TEMPORARY CLOSURE OF ILLINOIS ROUTE 26 IN CONNECTION WITH THE DIXON PETUNIA FESTIVAL

Councilman Venier moved to approve the resolution requesting temporary closure of IL Rt 26 in connection with the Dixon Petunia Festival. Seconded by Councilman Oros. Mayor Arellano explained the request. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3073-23 – RE-APPOINTMENT TO THE BOARD OF TRUSTEES OF THE POLICE PENSION FUND

Mayor Arellano explained the request. Councilman Oros moved to re-appoint Gary Presley to the Board of Trustees of the Police Pension Fund for a term to commence May 8, 2023 and to end May 6, 2025, or until his successor is duly appointed and qualified. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3074-23 – REQUESTING A PARTNERSHIP WITH DIXON AREA SCHOOLS IN SUPPORT OF YOUTH THEATRE

Mayor Arellano explained the request, discussion ensued. Councilman Considine moved to approve the resolution requesting a partnership with Dixon Area Schools in support of Youth Theatre. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3075-23 – RESOLUTION LISTING SCHEDULED MEETINGS OF THE COUNCIL OF THE CITY OF DIXON

Mayor Arellano explained the request, discussion ensued. Councilman Venier moved the Resolution listing the scheduled City of Dixon Council Meetings beginning May 1, 2023 and ending April 30, 2024 be adopted; change the meetings in July to July 10th and July 24th 2023. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TIF REDEVELOPMENT AGREEMENT BETWEEN THE CITY OF DIXON AND DIXON HIL HOTEL, LLC WITH RESPECT TO PROPERTY LOCATED AT 1806 S. GALENA AVE

Councilman Oros moved to approve the TIF redevelopment agreement between the City of Dixon and Dixon Hil Hotel, LLC with respect to property located at 1806 S. Galena Avenue. Seconded by Councilman Considine. City Manager Langloss and Attorney LeSage explained the request, discussion ensued. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL TO AWARD THE BID FOR S LINCOLN AVE WATERMAIN REPLACEMENT PROJECT

Councilman Considine moved to award the bid of $1,817,707.53 to Martin & Company Excavating for the South Lincoln Avenue watermain replacement project. Seconded by Councilman Venier. Water Manger/Assistant Public Works Director Huyett explained the request, discussion ensued. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF DACRA TECH LLC MASTER SOFTWARE LICENSING AGREEMENT

Councilman Oros moved to approve the DARCA Tech LLC Master Software licensing agreement. Seconded by Councilman Venier. Code Enforcement Officer Bay explained the request, discussion ensued. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF PHILLIPS 66 BRANDED AVIATION DEALER SALES CONTRACT BETWEEN THE CITY OF DIXON AND ARROW ENERGY, INC.

Public Works Director/Assistant City Manager Heckman explained the request, discussion ensued. Councilman Venier moved to approve the Phillips 66 Branded Aviation Dealer Sales contract between the City of Dixon and Arrow Energy, Inc.; with such changes of the form as the Assistant City Manager and City Attorney deem appropriate. Seconded by Councilman Oros. Discussion ensued. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Oros moved that the Regular Council Meeting of Monday, April 17, 2023 be adjourned to meet in Regular Session on Monday, May 1, 2023 at 5:30pm in the Council Chambers at the City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried
