City of Mount Carroll City Council met April 25.

Here are the minutes provided by the council:

Alderman Grim rang the bell to announce the start of the meeting.

Mayor Carl Bates called the meeting to order at 7:30 p.m.

Roll Call: Mayor Carl Bates, present, Alderman Jeff Elliott, present, Mike Risko, present, Joe Grim, present, Paul Kaczmarski, Present, Doug Bergren present, Nancy Bandemer, present.

Alderman Doug Bergren led the Pledge of Allegiance.

Superintendent Rhett Simkins led the invocation.

Alderman Elliott moved and Alderman Grim seconded to approve the minutes of the April 11, 2023, Regular Council meeting. Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Grim, yes, Bergren, yes, Bandemer, yes. Vote: 6 yeses, and 0 nos. Motion carried.

Alderman Kaczmarski moved and Alderman Bandemer seconded to authorize the payments of accounts payable dated April 25, 2023 of 31 claims for $31,160.96 as Recommended by the Finance Committee. Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Grim, yes, Bergren, yes, Bandemer, yes. Vote: 6 yeses, and 0 nos. Motion carried.

Mayor Bates reported the bank account balances were totaling $9,742,596.83 as of today.

Water

Under Committees, the Water/Sewer Committee Superintendent Zink said Hydrant Flushing starts May 10th. We have been having sewer tile issues, so far, we have 6 to dig up and replace right where the joint that meets the home owners connection. Will replace the old clay tile with plastic. Have had several locate request. Need Census to order parts to fix the Center Street lift station old pump and Jonathan and Alex will take it all to a class to learn how to fix it. Parts estimated at $5,069.00. The Consumer Confidence Report is due in May and almost ready. Will be heading to the pool to start getting it ready for the season and to do some painting. Will be cementing around some manholes and valves that are raised so that they well be level. Waiting for the Permit to start the East Street water-looping project. Alderman Risko asked how the Lead report project was coming along. Superintendent Zink said it is started but does not have o be done until April 15, 2024. Finance

Recommendation made to approve to pay 31 claims totaling $39,160.96.

A. Discussion of the restucture of Bank Accounts:

City Treasurer Amy Schneider discussed with the new software that we have to many accounts that can be moved into their own line item in other funds. Mayor asked her to present it at the next meeting showing what accounts are being moved or closed.

NEW BUSINESS

1. Discussion and Approval of Ordinance 2023-04-02, Ordinance Amending Title 4, Chapter 1, (Alcohol Beverages) to Modify Hours of Operations on Sunday: Alderman Grim made the motion to approve Ordiance No. 2023-04-02 and Alderman Elliott seconded. Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Grim, yes, Bergren, yes, Bandemer, yes. Vote: 6 yeses, and 0 nos. Motion carried.

2. Discussion of Library Sidewalk: Mayor Bates reported that he met with Law Excavating and Street Superintendent Dauphin to start ordering supplies and will start next week weather permiting. We will have to bid out for the railing on one side of the sidewalk.

3. MSA Updates: Steve Haring from MSA went over all projects. Water Main Looping Phase 1 the gate is now installed and the project will be closed out. Phase 2 we are waiting on award concurrence, MSA will get the contracts prepared so we can move forward when IEPA gives the green light. Phase 3 is 90% reviewed and will be submitting the IEPA water construction permit once review comments are addressed. Still waiting to hear on the OSLAD grant from the State.

General Audience

Alderman Risko reminded the audinence that Arbor Day is April 28, 2023. We will be planting a tree by the new park bathrooms and a ribbon cutting at Point Rock Park at 4:00 p.m. Len Anderson said he is working with Jay Upmann going over the design and the Façade application. Mayor said the Davis Center is going to be fully enclosed with glass by May 10, 2023. He would like to pick a day and have a walk through with the Council and Davis Center Committee Members.

Adjourn to Executive Session: Alderman Grim made the motion to adjourn into executive session at 7:45 p.m. and Alderman Risko seconded. Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Grim, yes, Bergren, yes, Bandemer, yes. Vote: 6 yeses, and 0 noes. Motion carried.

1. Hire of Police Personal: Alderman Grim made a motion to hire a part-time police officer as presented and Alderman Bandemer seconded. . Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Grim, yes, Bergren, yes, Bandemer, yes. Vote: 6 yeses, and 0 noes. Motion carried.

2. Personel Compensation: Alderman Grim made a motion to approve Insurance Benefits as presented and Alderman Kaczmarski seconded. . Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Grim, yes, Bergren, yes, Bandemer, yes. Vote: 6 yeses, and 0 noes. Motion carried.
