City of Dixon City Council met June 5.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes answered roll call. Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Mike Sutcliffe, Three Trees Ministries.

WORK SESSION

None

VISITOR/PUBLIC COMMENT

Mick Kazmerski – Is working on a project about the residence of Dixon who gave their lives in WWI, WWII and Vietnam. Hoping to have a list on a plaque that could be placed somewhere in the city. Discussion ensued.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Special, Executive, and Regular Session Meetings of Monday, May 15, 2023, be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $594,511.13 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

Public Works Director/Assistant City Manager Heckman gave an update to the Council regarding major projects: Gateway, Safe Routes to School, ITEP, General Maintenance of Street resurfacing, and Arch Renovation. Discussion ensued.

CITY MANAGER REPORT

City Manager Langloss – updated the Council on the Midwest Summit on Leadership, thanks for all the work and the investors, next year it will be on May 16th; Public Works department great work for Memorial Day, parking for the event, tent up and down, setup and daily work. City Handbook and Union Contracts policies try to keep similar, there will be some clean up work done on the handbook including adding Juneteenth as a holiday, discussion ensued regarding the 19th and the next council meeting. The 19th meeting will be cancelled and another meeting will be scheduled for June 20th. Langloss attended the International Convention of Shopping Vendors and met with over 20 businesses regarding development around and in the Gateway development, it was a successful convention.

COUNCIL REPORTS

Mayor Hughes – Certified Local Government Program-explained what it is and what has been done and that he will be submitting the application for it. Dixon was selected for $767,900 grant for continued clean-up of the DIMCO site. Working on filling positions on board and commissions for the City, several on the agenda tonight. Asked the public if they have interest or know someone to help move the city forward, please reach out.

Councilman Bishop – City Market starting this Wednesday, 60 vendors signed up.

Councilman Considine – None

Councilman Oros – Sizzling Summer Block Party this weekend at the North Plaza Shopping Lot, kid friendly free event. Acknowledged the tremendous work of the City teams and partners for grants, it is amazing what they are doing, thanked for the ton of additional work.

Councilman Venier – Children’s Theatre Group performing Music Man Jr, 40 kids are involved in the program. Lost one of our Super Citizens Jeannie Linders. Welcomed Amanda Wike as the new Executive Director of Chamber MainStreet. Blooming on the Rock event is this weekend.

ORD# 3354 – AMENDING THE DIXON CITY CODE, TITLE V, CHAPTER 15 MECHANICAL AMUSEMENT DEVICES

Councilman Considine moved to approve the ordinance amending the Liquor Code in connection with the Country Cruise-In event on May 28th. Discussion ensued. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3355 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON

2013 DODGE GRAND CARAVAN

Councilman Venier moved to approve the ordinance authorizing the sale of certain personal property owned by the City of Dixon – 2013 Dodge Grand Caravan. Seconded by Councilman Oros. Public Works Director/Assistant City Manager Heckman explained the request and purchase request later on the agenda. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3082-23 – AMENDING 2022-2023 BUDGET – GRANT FUND

Councilman Bishop moved to approve the FY22/23 budget resolution with respect to the Grant Fund for Safe Passage. Seconded by Councilman Oros. Finance Director Fredericks explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3083-23 – AMENDING 2022-2023 BUDGET – POLICE DEPARTMENT

Police Chief Howell explained the request. Councilman Oros moved to approve the FY22/23 budget resolution with respect to the Police Department’s budget. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3084-23 – AMENDING 2022-2023 BUDGET – TRAFFIC MAINTENANCE

Councilman Considine moved to approve the FY22/23 budget resolution with respect to the Street Department and Traffic Maintenance Department. Seconded by Councilman Venier. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3085-23 – AUTHORIZING THE CITY MANAGER TO SIGN CONTRACTS FOR THE SUPPLY OF ELECTRIC SERVICES FOR PROPERTIES OWNED BY THE CITY OF DIXON

Mayor Hughes explained the request. Councilman Venier moved to approve the resolution authorizing the City Manager to sign contracts for the supply of electric services for properties owned by the City of Dixon. Seconded by Councilman Bishop. Discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3086-23 – CONFIRMING RE-APPOINTMENT TO THE BOARD OF FIRE AND POLICE COMMISSIONERS

Councilman Bishop moved to approve the resolution confirming the re-appointment of Bruce Keller to the Fire and Police Commission for a term to commence June 1, 2023 and to end May 31, 2026, or until his respective successor is appointed and qualified. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3087-23 – CONFIRMING RE-APPOINTMENT TO THE HISTORIC PRESERVATION COMMISSION

Councilman Oros moved to approve the resolution confirming the re-appointment of Tom Houck to the Historic Preservation Commission for a term to commence June 1, 2023 and to end May 31, 2026, or until his respective successor is appointed and qualified. Seconded by Councilman Considine. Mayor Hughes explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3088-23 – CONFIRMING RE-APPOINTMENT TO THE HISTORIC THEATRE BOARD

Councilman Considine moved to approve the resolution confirming the re-appointment of Mike Venier to the Dixon Historic Theatre Group for a term ending March 18, 2026. Seconded by Councilman Oros. Mayor Hughes explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3089-23 –APPOINTMENT TO THE ZONING BOARD OF APPEALS

Councilman Venier moved to approve the resolution confirming the appointment of Wesley Morrissey to the Zoning Board of Appeals for a term to commence June 5, 2023 and to end June 30, 2027, or until his respective successor is appointed and qualified. Seconded by Councilman Bishop. Mayor Hughes explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3090-23 – AMENDING 2023-2024 BUDGET – LIBRARY

Councilman Bishop moved to approve the FY23/24 budget resolution with respect to the Library Budget. Seconded by Councilman Venier. Finance Director Fredericks explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE STRUCTURAL FIREFIGHTING GEAR

Councilman Oros moved to approve the purchase of five sets of structural firefighting Lion VForce personal protective gear for $5,559.00 each. Seconded by Councilman Considine. Fire Chief Buskohl explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN ENGINEERING AGREEMENT WITH FEHR GRAHAM FOR THE FY23-24 GM RESURFACING CONSTRUCTION PSA

Councilman Considine moved to approve an agreement with Fehr Graham for construction phase professional services relating to the FY23-24 GM Street Resurfacing Program, compensation not to exceed $58,756.00. Seconded by Councilman Venier. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF PAYMENT TO MOTOROLA SOLUTIONS FOR BODY-WORN CAMERA PROGRAM

Councilman Venier moved to approve the payment for the first contractual year with Motorola Solutions regarding body-worn cameras in the amount of $34,488.00. Seconded by Councilman Bishop. Police Chief Howell explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE DELL CENTER BACKUP RENEWAL

Councilman Bishop moved to approve the purchase of a 3-year renewal purchase with Dell Technologies. Seconded by Councilman Oros. IT Manager Philhower explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE A VEHICLE FOR THE POLICE DEPARTMENT

Councilman Oros moved to approve of the purchase of two 2023 Chevrolet Tahoes from Karl Chevrolet, Iowa for a total cost of $82,814.00. Seconded by Councilman Venier. Chief Howell explained the request. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: Councilman Considine. Motion Carried

APPROVAL TO PURCHASE A VEHICLE FOR THE WATER DEPARTMENT

Councilman Bishop moved to approve the purchase of a 2023 GMS Sierra 1500 from Ken Nelson for $42,608.00. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO GIVE MAYOR LIANDRO ARELLANO, JR. HIS NAME PLATE AND THE GAVEL THAT WAS USED DURING HIS TERM

Councilman Venier moved to approve the gifting former Mayor Liandro Arellano, his name plate and gavel used during his term. Seconded by Councilman Bishop. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Venier moved that the Regular Council Meeting of Monday, June 5, 2023 be adjourned to meet in Regular Session on Tuesday, June 20, 2023 at 5:30pm in the Council Chambers at the City Hall. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
