2. 23-0614 Staff Reports

a. City Manager Report

i. FY 2024 Budget Public Notice

This was approved and sent to Angela Kaiser.

ii. Public Notice of July Meeting Dates

Was placed in the Galena Gazette on June 14th.

b. Mayor Report

i. Independence Day Celebration

Sinsinawa Ave from Wisconsin Ave to Montgomery Ave will be closed from 5 pm to

11 pm. Can purchase drinks from the bars and the fireworks will be shot off on Hill St.

c. Alderperson Report

i. Belken

What did they anchor the boat dock with? It is anchored into cement.

ii. Burgmeier

Got complaints of the intersection of Clarendon and Montgomery that when there are cars parked on both sides the streets only down to one lane. Wondering if can put a no parking on one side. We can look at that.

iii. Degenhardt

iv. Fluhr

Thinks the boat ramp looks very good.

Where is the City Manager been have not seen him at least at 2 meetings. He has been ill.

v. Meier

vi. Robey

Got a lot of complaints about street storage like cars that are not being moved. They are on Wisconsin, Montgomery, Menominee and Sidney. If we could please have someone look at that and keep track of it.

i. Well #1

Well #1 went out as pump and casing is shot. Thinks this leads to an electrical problem. Proposal for $51,830.00 from Lyons Well Drilling. Will be using stainless steel which is best way for us to go. This is one of our major wells. Decided to start using it 15 years ago instead of capping it when it was brought up. This is our deepest well.

Alderperson Robey – Does any of our other wells have stainless steel in them. No, but they are not as deep as this well.

Alderperson Burgmeier – Says stainless steel is a good idea.

Alderperson Belken – nothing for 2 to 3 weeks so the middle of July. Yes.

Mayor Digman – It is something that needs to be done. With agreement from Burgmeier and Belken.

Alderperson Belken – What are the alternatives. There are none, this is the best thing.

Mayor Digman – Appreciates the update on that.

Street sweeper is here and works wonderful.

5. 23-0617 Presentation and Discussion of Current City Projects by Marc Ruden of Origin Design in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Herrig, Marc Ruden

Marc Ruden ran down the projects that are in progress, future and finishing projects.

List as is

Water System Improvements Project (Water Tower and Desoto Street)

Will be here to disinfect the water tower on July 10th. Caldwell Tanks, Inc has finished erecting the tower. All that is left is coordinating with Contractor for seeding area.

Louie’s Trenching has completed the Desoto Street water main replacement. Will be seeding it but might not be until the fall when it will have a chance to grow.

Wastewater Collection System Extension (Unsewered Communities Grant for Sewer Extension to Indian Hills Area)

Have a 24-month extension so completion will be September of 2025. Still working with property owners on the potential for a gravity sewer collection system. This is a 2.2-million-dollar project.

Lead Service Line Replacements

This is a ½ million-dollar project which is a great thing for the city. Note this is 100% forgivable money.

Remembrance Park

Need to get feedback on the conceptual design that was submitted to the city and committee. If there are revisions will take care of them and then prepare estimates of construction cost. This will be done after all the property needed is acquired.

Rental Lane Roadway Design (to serve as a frontage road along Hwy 20 adjacent to J&R Rental)

Submitted to the DOT for comment.

Gramercy Park

Will need to resubmit the grant application.

Water System Improvements Project Plan

This has been submitted and approved by IEPA. So will be worked on by order the way money comes in.

Oxford Street Water Main and Roadway Reconstruction

The design is underway for this project. Origin Design is completing a Facility Plan to assist in securing funding with IEPA for the sanitary sewer associated with the project. Planning on taking place in 2024. The water side is already submitted but not sure what sort of forgivable portion we will get. On the sewer side will be 45% forgivable but not sure what the cap will be.

East Dubuque MS4 Stormwater Management Plan

Submitted the annual report to the IEPA for the city. Was submitted by the July 1st deadline. Everything is as it should be for this project.

IDNR Stormwater Improvements Project

In communication with IDNR who is performing a drainage basin analysis. Will present their findings within the next few months. This is the Wisconsin Ave basin.

Southeast Industrial Park Utility Extension

Extending water and sewer utilities to T&T Metals Inc. and Tracy Exports. Need to reach out to Jill Pepin to see about the Rebuild Illinois Grant that is planned to fund this project.

City of East Dubuque Fire Station

Anticipate bidding this summer being awarded in late summer/fall. Need to get a financial feasibility report from Loras and Sue. Once that is submitted USDA can let us know what the timeline will be for moving forward on that project. Reason wants to keep moving on this because of October 1st the interest rates are adjusted and most like

City of East Dubuque Police Station

This is on hold currently.

19th Hole Area Utility Service

Working with city staff to get water and sanitary service to the surrounding area around the 19th Hole. This is based on citizen inquiry so need to keep it going forward.

Miscellaneous Projects

Working on potential residential development opportunities.

City of East Dubuque Standard Specifications

Working to develop standard specifications for streets and utilities. These specifications will be for the city and developers to utilize for their projects. These will be on the July 10th agenda to pass Water, Wastewater, Storm Sewer and Paving. These are the expectations of the city for new development or improvements. To make sure that everyone is doing it the same way.

Alderperson Fluhr – Is this just the Indian Hills project going on and the water tower for right now.

Marc Ruden – that and the Oxford St (2024). The water tower project is front and center getting that online. Indian Hills need to have a few things take place before we can move forward.

6. 23-0618 Discussion and Possible Action to Approve An Amendment to Ordinance Keeping of Certain Animals Restricted in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Herrig

This is changing the number of chickens from 3 to 5 within city limits and adding no rosters if property is less than 2 acres in size.

7. 23-0619 Discussion and Possible Action to Approve An Amendment to Ordinance of Persons Ineligible for License in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Herrig

This is deleting not able to issue a license to a person not a resident of the city. Also, a person whose place of business is conducted by a manager or agent unless said manager or agent possesses the same qualifications required of the licensee.

No more owner or manager must reside in the city limits.

Most owners want to be contacted instead of going to the managers.

Motion for the Mayor and City Attorney to act on what was discussed in executive session.
