Regular meeting minutes of the Mayor and Aldermen of the City of Rock Falls
The regular meeting of the Mayor and City Council of Rock Falls, Illinois was called to order at 5:30 p.m. on August 1, 2023, in the Council Chambers by Mayor Rod Kleckler.
City Clerk Pam Martinez called the roll following the pledge of allegiance. A quorum was present including Mayor Kleckler, Aldermen McKanna, Wangelin, Snow, Dowd, Arduini, and Sobottka. In addition, Attorney Matt Cole and City Administrator Robbin Blackert were present. Absent: Alderman Dornes
Audience request:
Marshall Doane asked for reuse of the Micron Industries building to make income driven apartments. Questioned the special event liquor license on the agenda.

Consent Agenda:
Consent Agenda items 1 - 2 were read aloud by City Clerk Pam Martinez.
1. Approval of the minutes of the July 18, 2023, City Council Meeting.
2. Approval of bills as presented.
A motion was made by Alderman Wangelin to approve the Consent Agenda and second by Alderwoman Arduini.
Vote 6 aye, motion carried.
Ordinance 1st Reading:
1. Ordinance 2023-2614 – Amending Chapter 32 of the Rock Falls Municipal Code Relating to Utility Charges in Arrears.
A motion was made by Alderwoman Sobottka to approve the 1st reading of Ordinance 2023-2614 – Amending Chapter 32 of the Rock Falls Municipal Code Relating to Utility Charges in Arrears and second by Alderman Snow.

Resolutions:

Resolution No. 2023-904 – Transferring Jurisdiction and Control of Real Property to the Industrial Development Commission (1116 1st Avenue, Rock Falls, IL) A motion was made by Alderman Snow to approve Resolution No. 2023-904 – Transferring Jurisdiction and Control of Real Property to the Industrial Development Commission (1116 1st Avenue, Rock Falls, IL) and second by Alderman Dowd.

2. Alderman Reports / Committee Chairman Requests
A motion was made by Alderman Wangelin to approve the request from the Rock Falls Tourism to close E. 2nd Street from Avenue A to Wood Avenue on August 11, 2023, from 11:00 a.m. to 10:00 p.m. for Eats ‘N’ Beats @ The District and second by Alderwoman Sobottka.
Vote via voice, all approved, motion carried.
A motion was made by Alderman Wangelin to approve the recommendation from Taste of Fiesta, Inc., to close E 2nd Street from Avenue A to Wood Avenue on September 9, 2023, from 7”00 a.m. to 7:00 p.m. for the Taste of Fiesta Event and second by Alderwoman Sobottka.
Vote via voice, all approved, motion carried.
A motion was made by Alderman Wangelin to approve the request from Rock Falls Tourism to close E 2nd Street from Avenue A to Wood Avenue on September 2 & 3, 2023 from 10:00 a.m. to 6:00 p.m. for the Vietnam Traveling Memorial Wall exhibition and second by Alderwoman Sobottka.
Vote via voice, all approved, motion carried.
A motion was made by Alderwoman McKanna to approve the recommendation from the Finance/Insurance/Investment Committee to approve the Utility Office Write Offs – April 2023 to June 2023 in the amount of $8,701.77 and second by Alderwoman Sobottka.
Vote 6 aye, motion carried.
A motion was made by Alderman Snow to approve the recommendation from the Utility Committee to approve a 3 – year Service Agreement with SCADAware in the amount of $2,340.00 and second by Alderman Wangelin.
Vote 6 aye, motion carried.

None – agenda item was pulled from the agenda by the organization.
A motion was made by Alderman Snow to move to Executive Session of the City Council meeting and second by Alderman Wangelin (5:48 pm)

Action taken from Executive Session:
A motion was made by Alderwoman Sobottka to approve the employee hire for the Street Department with a start date of August 2, 2023, and second by Alderman Snow.
