City of Dixon City Council met Sept. 3.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes answered roll call. Absent: None.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Councilman Venier

WORK SESSION

None

VISITOR/PUBLIC COMMENT

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, August 19, 2024 and the Special Session Council Meeting of Tuesday, August 20, 2024; be accepted and placed on file. Seconded by Councilman Oros. Mayor noted two scriber’s errors that have been corrected. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,864,473.63 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

COUNCIL REPORTS

Mayor Hughes – None

Councilman Bishop – The red-carpet event with the premier of the Reagan movie, nicely done, theatre looked great, and brought great positive attention to the town. Hope everyone enjoyed. Look forward to more events like that.

Councilman Considine – None

Councilman Oros – Echoed sentiments on the event, it was fabulous, packed house, put Dixon on the map. Congratulations to all involved.

Councilman Venier – A list actor, Dennis Quaid, here representing an A list person. Quite an event, 980 seats filled and second showing approximately 300. Another big event on the 19th, Lonestar, a group that has been around for quite a while with ten number one hits, will be coming to Dixon. Very thankful that this council supported the theatre to the level they did, it allowed to host an event like that and did it very well. In a brief conversation with Mr. Quaid, he felt more at home here than at the Hollywood premier. He really liked Dixon, what we had to offer, and the hospitality.

ORD 3410 – ANNEXING CERTAIN TERRITORY WHOLLY BOUNDED BY THE CITY OF DIXON PARCEL 1 – LEE COUNTY PROPERTIES, LLC, PIN 18-08-08-129-020 PARCEL 2 – EEB PROPERTIES LLC, PIN 18-08-08-129-021

Councilman Considine moved to approve the ordinance annexing certain territory wholly bounded by the City of Dixon Parcel 1 – Lee County Properties, LLC, PIN 18-08-08-129-020 Parcel 2 – EEB Properties LLC, PIN 18-08-08-129-021. Seconded by Councilman Venier. Attorney LeSage explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD 3411 – AUTHORIZING THE ACCEPTANCE OF THE CONTRACT AND BY-LAWS DOCUMENT OF THE INTERGOVERNMENTAL PERSONNEL BENEFIT COOPERATIVE AND AUTHORIZING MEMBERSHIP IN THE IPBC BY A MUNICIPALITY

Councilman Venier moved to approve the ordinance authorizing the acceptance of the contract and by-laws document of the Intergovernmental Personnel Benefit Cooperative and authorizing membership in the IPBC by a Municipality. Seconded by Councilman Oros. City Manager Langloss explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD 3412 – AMENDING THE LIQUOR CODE IN CONNECTION WITH THE ULTIMATE TAILGATE PURSUANT THE REQUEST OF DIXON CHAMBER OF COMMERCE AND MAIN STREET, INC.

Councilman Bishop moved to approve the ordinance amending the Liquor Code in connection with the Ultimate Tailgate pursuant the request of Dixon Chamber of Commerce and Main Street, Inc. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES 3155-24 – APPOINTMENT TO THE BOARD OF FIRE AND POLICE COMMISSION

Councilman Oros moved to appoint Andrea Cook to the Board of Fire and Police Commission for a term to end May 31, 2026, or until her successor is duly appointed and qualified. Seconded by Councilman Considine. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

EXECUTIVE SESSION

Councilman Considine moved that the Regular Council Meeting of Tuesday, September 3, 2024 meet in executive session to discuss purchase or lease of real estate for the use of the City, including for the purpose of discussing whether a particular parcel should be acquired, pursuant to Section 2(c)(5) of the Open Meetings Act and to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Open Meetings Act. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RECONVENE

Councilman Venier moved that the Regular Council Meeting of Tuesday, September 3, 2024 reconvene into Open Session. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

EXECUTIVE SESSION

Attorney LeSage explained that the open meetings act allows us to go into close session at any time, without previous notice, for discussion. Councilman Venier moved that the Regular Council Meeting of Tuesday, September 3, 2024 meet in executive session to discuss collective negotiation matters between public employers and the employees or representatives or deliberation concerning salary schedules for one of more classes of employees pursuant to Section 2(c)(2) of the Open Meetings Act. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RECONVENE

Councilman Venier moved that the Regular Council Meeting of Tuesday, September 3, 2024 reconvene into Open Session. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Mayor Hughes declared the meeting adjourned.

The meeting adjourned at 7:24pm.
