City of Dixon City Council met Nov. 4.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes answered roll call. Absent: None.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Young Sun Lee, Dixon First United Methodist

WORK SESSION

None

VISITOR/PUBLIC COMMENT

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meetings of Monday, October 21, 2024; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $891,842.90 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss thanked Becky and staff for work on the change of health insurance to IPBC, open enrollment starts next week. Saving a considerable amount with the change.

COUNCIL REPORTS

Councilman Considine – Wish citizens of the city and the country that we have the greatest respect for the outcome of our liberties for tomorrow.

ORD# 3416 – ORDINANCE APPROVING PETITION OF DIXON LAND GROUP, LLC FOR APPROVAL OF FINAL PLAT OF RE-SUBDIVISION OF OUTLOT B OF GATEWAY SUBDIVISION

Councilman Considine moved to approve the ordinance approving petition of Dixon Land Group, LLC for approval of Final Plat of Re-Subdivision of Outlot B of Gateway Subdivision. Seconded by Councilman Venier. Building Official Shipman explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3417 – ORDINANCE AUTHORIZING A VARIANCE PURSUANT TO THE PETITION OF JOSEPH M. CHRISHAM 1212 EUSTACE DRIVE, DIXON, ILLINOIS

Councilman Venier moved to approve the ordinance authorizing a Variance pursuant to the Petition of Joseph M. Chrisham - 1212 Eustace Drive, Dixon Illinois. Seconded by Councilman Bishop. Building Official Shipman explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3418 - ORDINANCE AUTHORIZING ACCEPTANCE OF DONATION OF REAL PROPERTY – 807 WEST SECOND STREET

Councilman Bishop moved to approve the Ordinance authorizing acceptance of donation of real property – 807 West Second Street. Seconded by Councilman Oros. Building Official Shipman explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3419 - ORDINANCE AUTHORIZING THE EXECUTION OF THE RMA MINIMUM/MAXIMUM CONTRIBUTION AGREEMENT

Councilman Oros moved to approve the Ordinance authorizing the execution of the RMA Minimum/Maximum Contribution Agreement. Seconded by Councilman Considine. Finance Director Leslie explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3162-24 – RESOLUTION DECLARATION OF OFFICIAL INTENT TO REIMBURSE EXPENDITURE

Councilman Considine moved to approve the Resolution Declaration of Official Intent to Reimburse Expenditures with respect to Fargo Creek & Industrial Park TIF areas. Seconded by Councilman Venier. Attorney LeSage explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3163-24 – RESOLUTION AUTHORIZING AN INTER-FUND LOAN FROM THE GENERAL & COMMUNITY DEVELOPMENT FUNDS TO THE FARGO CREEK TIF FUND

Councilman Venier moved to approve the Resolution Authorizing an Inter-Fund Loan from the General & Community Development Funds to the Fargo Creek TIF Fund. Seconded by Councilman Bishop. City Manager Langloss and Finance Director Leslie explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3164-24 – RESOLUTION AMENDING 2024-2025 BUDGET

PURCHASE OF PROPERTY

Councilman Bishop moved to approve the budget resolution amending the 2024-2025 budget with respect to the purchase of property. Seconded by Councilman Oros. Finance Director Leslie explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3165-24 – RESOLUTION AMENDING 2024-2025 BUDGET

FIRE BUDGET MAINTENANCE AND REPAIRS

Councilman Oros moved to approve the budget resolution amending the 2024-2025 Fire Budget maintenance and repairs. Seconded by Councilman Considine. Fire Chief Buskohl explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3166-24 – RESOLUTION AMENDING 2024-2025 BUDGET

FIRE BUDGET MEDICAL EXPENSES

Councilman Oros moved to approve the budget resolution amending the 2024-2025 Fire Budget Medical Expenses. Seconded by Councilman Considine. Fire Chief Buskohl explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3167-24 – RESOLUTION AMENDING 2024-2025 BUDGET

SAFE PASSAGE

Councilman Considine moved to approve the budget resolution amending the 2024-25 budget with respect to Safe Passage. Seconded by Councilman Venier. Police Chief Howell explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF DIXON AND ILLINOIS DEPARTMENT OF TRANSPORTATION FOR AIRPORT REHAB RUNWAY 12/30

Councilman Venier moved to approve the Intergovernmental Agreement with IDOT for the rehabilitation of Runway 12/30. Seconded by Councilman Bishop. Public Works Director / Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO AWARD THE BID FOR THE WASTEWATER TREATMENT PLANT ROCK RIVER ARMORING PROJECT TO MARTIN & COMPANY EXCAVATING FOR THEIR LOW BID AMOUNT OF $439,905.06

Councilman Bishop moved to award the bid for the Wastewater Treatment Plant Rock River Armoring Project to Martin & Company Excavating for the low bid amount of $439,905.06. Seconded by Councilman Oros. Public Works Director / Assistant City Manager Heckman

explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE PURCHASE OF MICROSOFT OFFICE 2024

FROM DELL TECHNOLOGIES

Councilman Oros moved to approve to purchase of Microsoft Office 2024 from Dell Technologies for $39,833.36. Seconded by Councilman Considine. IT Manager Philhower explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

Mayor Hughes declared the meeting adjourned.
