City of Dixon City Council met Dec. 16.

CALL TO ORDER
The meeting was called to order by Mayor Hughes at 5:30pm.
ROLL CALL
Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes answered roll call. Absent: None.
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Pastor Steve Young, of the Greater Life Church.
WORK SESSION
Robin Canode and Shirley Vivian with the Preservation and Beautification Committee of the Dixon Chamber Mainstreet, addressed the Council regarding the beautiful Christmas decorations. They are wanting to expand into new areas of town, new bike path along the river, Page Drive, Dement Town, Depot Avenue with the assistance from the City, Park District and Dixon Chamber Mainstreet. They would like to have a five-year plan and are asking for assistance and input from the Park District, City, and Chamber Mainstreet. Discussion ensued.

APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, December 2, 2024; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the Total Labor and Outside Claims in the amount of $539,840.25 approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVE YEAR TO DATE FINANCIALS
Councilman Considine moved that the year-to-date Financial Summary through November 2024 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

COUNCIL REPORTS
Mayor Hughes – Read the statement he put out to the media regarding the Crundwell clemency. The Municipal Band concert was excellent.
Councilman Bishop – Agreed with Mayor’s statement, would like to move forward. Merry Christmas to the public and praised public works for salting the iced roads, out doing their work as fast as they can. Merry Christmas to all, hope you and yours have a Merry Christmas.
Councilman Considine – Concur with all that has been said. Wish all a very happy and festive holiday.
Councilman Oros – Christmas Walk, it was wonderful to see so many people and all the activities, very nostalgic, beautiful and shows how welcoming our community is. Recognize and say prayers for the families and children in Madison, Wisconsin. This could have been our community as we walk through some of the actions as a school shooting. We put resources into our first responders and build a strong team for a reason, we are in a safe community, not that tragedy can’t happen anywhere. Acknowledge the conversations on funding allocations and designating dollars and training our team. All our departments are top notch, from beautify Dixon, Discover Dixon, all the way to our public works our city team, our first responders. Makes me count our blessings. Keep those families in our prayers and wished everyone a very wonderful safe and happy holidays. Merry Christmas.
Councilman Venier – Concur with a all that has been said this evening. Thanked all of our city workers, 280 wreathes are up in town, thanks to our staff and all volunteers, a special shout out for Kevin and Clayton for their dedicated work. Christmas Walk was fantastic, another record
breaker, very festive lots of vendors, really brings out the personality of our community. One of the many events we host in showing how Dixon is a destination community. Thanked Lee County for their holy family display they continue to put up every year, great to see. Theatre update: 102 year old theatre is under construction inside and outside. Scheduled completion date of March 1st, with the season beginning on March 2nd. Thanks to all that have supported, still reaching out but much more work to do, the grant is fantastic but doesn’t over it all. Beautiful asset to our community. To all, Merry Christmas.

Councilman Venier moved to approve the Tax Levy and Assessment of Taxes for the City of Dixon, Lee County, Illinois for the fiscal year beginning May 1, 2024 and ending April 30, 2025. Seconded by Councilman Bishop. Finance Director Leslie explained this request and next request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
ORD# 3426 – ORDINANCE ABATING THE TAX HERETOFORE LEVIED FOR THE YEAR 2024 TO PAY DEBT SERVICE ON $22,750,000 TAXABLE GENERAL OBLIGATION BONDS (ALTERNATIVE REVENUE SOURCE), SERIES 2024, OF THE CITY OF DIXON, LEE COUNTY ILLINOIS
Councilman Bishop moved to approve the Ordinance Abating the Tax Heretofore Levied for the Year 2024 to Pay Debt Service on $22,750,000 Taxable General Obligation Bonds (Alternative Revenue Source), Series 2024, of the City of Dixon, Lee County Illinois. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
RES# 3168-24 – RESOLUTION AMENDING 2024-2025 BUDGET
FARGO CREEK TIF
Councilman Oros moved to approve the Resolution Amending the FY 2024/2025 Budget with respect to the Fargo Creek TIF budget. Seconded by Councilman Considine. City Manager Langloss explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF DIXON AND THE CITY OF POLO
Councilman Venier moved to approve an Intergovernmental Agreement between the City of Dixon and the City of Polo with respect to their Respective Administrative Adjudication Hearing Process. Seconded by Councilman Bishop. City Manager Langloss explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. APPROVAL TO THE PURCHASE OF MINI EXCAVATOR ATTACHMENTS
Councilman Bishop moved to approve the purchase of the Imdeco IMH-5 30” mulching head, Blue Diamond 42” Brush Cutter, and Installation of 3-way valve from Miller-Bradford & Risberg for a total price of $39,125.00. Seconded by Councilman Venier. Public Works Director / Assistant City Manager Heckman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF A CONSULTANT AGREEMENT BETWEEN THE CITY OF DIXON AND CRAWFORD, MURPHY AND TILLY, INC. FOR REPLACEMENT OF THE AUTOMATED WEATHER OBSERVATION SYSTEM (AWOS)
Councilman Oros moved to approve the agreement with Crawford, Murphy & Tilly, Inc. for design and special services related to AWOS replacement for the not to exceed amount of $66,700.00. Seconded by Councilman Considine. Public Works Director / Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF AN ENGINEERING AGREEMENT BETWEEN THE CITY OF DIXON AND WILLETT HOFMANN & ASSOCIATES WITH RESPECT TO RAISE GRANT RELATED CONSTRUCTION SERVICES
Councilman Considine moved to approve the agreement with Willett Hofmann & Associates for construction services related to the RAISE Grant project for the not to exceed amount of $1,060,206.00. Seconded by Councilman Venier. Public Works Director / Assistant City Manager Heckman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. APPROVAL TO EXTEND THE MUNICIPAL CONTRACT BETWEEN THE CITY OF DIXON AND ALLIED WASTE TRANSPORTATION, INC
Councilman Venier moved to approve and extension of the Municipal Contract between the City of Dixon and Allied Waste Transportation, Inc. until January 31, 2025. Seconded by Councilman Considine. City Manager Langloss explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
