City of East Dubuque City Council met March 3.

    a.    City Manager Report

The response to the Development Summit has been really great. Think every property that was mentioned at the meeting has had some level of interest. Still asking people to send us any contacts that you have. Just sent a letter thanking people for attending.

Sent a letter supporting the school FEMA grant application. 

Received two people who have given us estimates on asbestos removal at the station building. Which is the next step? They are very reasonable for that kind of work. Will be moving ahead next. When that is done the building will be striped down and ready to build back up. 

We are having an open house meeting on March 12th from 4 pm to 6 pm. This will be with the engineers on the Hiawatha and upper Montgomery projects that are coming up. Where people can come in and ask questions to find out what will be going on. 

    b.    Mayor Report

What a great day for East Dubuque at the Development Summit. The energy in the room was fantastic. It will be hard to trace back the deals that came from this get-together. We sent a message to everyone there. We have come a long way. I want to thank Bob, Des and Pam for all the work they put into the Development Summit.

I want to thank the department heads over the last twenty months.

Jo-Carroll Energy is having their annual meeting at East Dubuque High School. This will be on May 21st.

Wants people to see what is going on around town. With the new buildings downtown here that have brought the town back to life. Thank you, City Manager Seitz.

Are we going to be painting some of our yellow curbs with spring coming up? Some are really bad. People are parking in the yellow and not sure they realize it. This year the focus will be crack filling. So, you will see a lot of that here in the spring.

    f.    Public Works Director, Tony VanOstrand

    g.    Fire Chief, Joe Heim

I have submitted the Fire Station grant. Thanks to the City Manager and Pam for getting the information they needed for the grant. 

City Manager Seitz remarked that Chief Heim has a great team that works on grants and amazing what they bring into the city.

    5.    25-0305    Discussion and Possible Action to Approve An Ordinance Memorializing the May 1, 2023, annexation of Certain Property in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

This ordinance came about when it was passed in May 2023 but was not done in ordinance form. So, the county requires that to put on the map. This is a small ordinance but a big issue. We are retroactively approving what has already been approved. 

Do we need to update the zoning map? Yes, we do but waiting on the new annexations to be filed and then we will work on getting a new zoning map.

    6.    25-0306    Discussion and Possible Action to Approve Dividing of Parcel which is Part Lot 9 & South 

2 Acres of Lot 8, both being a Part of W1/2 of NW1/4 of Section 20, T29N R2 W in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

This is to allow Wayne Stewart to sell this property. This will go to an adjacent landowner. Do not see any reason not to move ahead with this. This has access off of Livingston which they will be able to access through their property.

    7.    25-0307    Discussion and Possible Action to Approve An Ordinance Authorizing Execution for the Sale of Surplus Municipal Property at 1701 Hwy 35 N in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

This is the property that we have discussed before. This is a portion of the property which was purchased for the Water Tower. DOT has given them permission to use our entrance as long as it is not high traffic. We have already three to four people express interest in it. The appraised value is $63,000 assuming we give access through our drive. What we need to do is list it in the paper and website. Once that is done the council can then accept any offers that come in. Have we talked with any of the neighbors to see if they would be interested in it? Have spoken with some and they are not interested. With the strip mall north might be interested.
