City of Rockfalls Mayor and City Council met Oct. 15.

Here is the minutes provided by the council:

The regular meeting of the Mayor and City Council of Rock Falls, Illinois was called to order at 6:30 p.m. October 1, 2019 in the Council Chambers by Deputy City Clerk Michelle Conklin.

Deputy City Clerk Michelle Conklin called the roll following the pledge of allegiance. A quorum was present including Aldermen Palmer, Wangelin, Kuhlemier, Schuneman, Kleckler, Folsom and Sobottka. Mayor William B. Wescott and Alderman Brian Snow being absent. In addition Attorney Matt Cole and City Administrator Robbin Blackert were present.

A motion was made by Alderman Kuhlemier and second by Alderman Wangelin to have Alderman Jim Schuneman act as Chairman in the Mayor's absence, 

Vote 6 aye, 1 abstention (Schuneman), motion carried.

A motion was made by Alderman Sobottka and second by Alderman Wangelin to approve the Proclamation recognizing the month of October 2019 as "Domestic Violence Awareness Month" in the City of Rock Falls. 

Viva Voce Vote, motion carried.

Consent Agenda items 1 and 2 were read aloud by Deputy City Clerk Michelle Conklin.

1. Approval of the Minutes of the October 1, 2019 Regular Council Meeting

2. Approval of bills as presented 

A motion was made by Alderman Sobottka and second by Alderman Palmer to approve Consent Agenda items 1 and 2. 

Vote 7 aye, motion carried.

A motion was made by Alderman Sobottka and second by Alderman Palmer to approve First Reading of Ordinance:

1. Ordinance 2019-2446 - Amending the Zoning Ordinance of the City of Rock Falls Regarding Cannabis Business Establishments 

Viva Voce Vote, motion carried.

A motion was made by Alderman Sobottka and second by Alderman Kuhlemier to approve second reading of Ordinance 2019-2444 - Establishing a Municipal Cannabis Retailers' Occupation Tax within the City Limits of Rock Falls. 

Vote 7 aye, motion carried.

A motion was made by Alderman Sobottka and second by Alderman Wangelin to approve second reading of Ordinance 2019-2445 - Approving Contract and Authorizing the Purchase and Financing of Personal Property - 3 - 2020 Ford Police Interceptor Utility AWD Base 

Vote 7 aye, motion carried.

A motion was made by Alderman Wangelin and second by Alderman Sobottka to approve the Renewal of License Agreement No. 3094 with the Illinois Department of Natural Resources,

One Natural resources Way, Springfield, Illinois 62702 for a 5 year, full term payment in the amount of $1,100.00 (Sewer Main under Canal near the Linville Crossing). 

Vote 7 aye, motion carried.

A motion was made by Alderman Palmer and second by Alderman Wangelin to approve the Renewal of License Agreement No. 3097 with the Illinois Department of Natural Resources, One Natural resources Way, Springfield, Illinois 62702 for a 5 year, full term payment in the amount of $500.00 (Sewer Forcemain under Canal at E 11th Street). 

Vote 7 aye, motion carried.

A motion was made by Alderman Kuhlemier and second by Alderman Wangelin to approve the Fiscal Year 2019 (May 1, 2018 through April 30, 2019) Audit. 

Vote 7 aye, motion carried.

A motion was made by Alderman Folsom and second by Alderman Sobottka to adjourn. 

Viva Voce Vote, motion carried. (6:43 p.m.)
